War Child’s flagship Afghanistan program advances social impact in the lives of vulnerable children, women, and their families through its humanitarian and development programming in Protection, Health, Education and Livelihood sectors in various provinces of Afghanistan.

The Family Tracing and Reunification Officer plays a critical role in identifying, tracing, and reuniting separated or unaccompanied family members, particularly in Afghanistan's humanitarian or emergency settings. This position requires a deep understanding of the cultural and social context, as well as sensitivity to the challenges faced by affected families. The FTR officer will work collaboratively with communities, families, and stakeholders to ensure the safe and ethical reunification of family members, adhering to established protection standards and guidelines. Working experience in in finance, accounting, or administrative roles.

The FTR Officer will be responsible for:

1. Community Coordination and Sensitization:

• Lead community engagement efforts to build awareness and foster collaboration for Family Tracing and Reunification (FTR) activities in targeted locations.
• Coordinate with CPAN/D-CPAN and other local actors to identify unaccompanied and separated children (UASC) and ensure timely intervention.

2. Case Management and Planning:

• Develop and oversee weekly FTR plans, ensuring caseworkers are briefed on progress, challenges, and follow-up actions.
• Manage cases of UASC, prioritizing those in high-risk situations, and ensure adherence to national FTR Working Group standards and SOPs.
• Conduct tracing actions and temporary care monitoring (TCM) as per established guidelines.

3. Documentation and Data Management:

• Document all registered cases, including registration, TCMs, tracing actions, reunifications, and referrals, using CPIMS+ within the specified timeline.
• Facilitate accurate and timely data entry and verification during weekly team reviews.
• Ensure FTR data is submitted for 5Ws monthly reporting and that caseload audits are conducted to maintain documentation quality.

4. Awareness and Prevention:

• Collaborate with caseworkers to disseminate prevention messages about family separations and raise awareness about available FTR services in line with SOPs.
• Work with stakeholders to reinforce community-level understanding of child protection and reunification processes.
• Support child protection teams through regular meetings, technical guidance, and training sessions to ensure high-quality case management and program delivery.

5. Reporting and Monitoring:

• Provide FTR-related updates and data for internal and external reporting requirements.
• Regularly review and improve case management documentation and processes based on technical guidance.

• Perform tasks as assigned by the line manager, child protection specialist, technical advisor, or project manager, aligned with project objectives.

Qualification:

• A bachelor’s degree in social work, Child Protection, Psychology,BBA or a related field. A master’s degree in a relevant field is a plus.
• Professional certifications in child protection or Family Tracing and Reunification (FTR) methodologies would be an advantage and Diploma in Accounting/Finance with relevant experience is a plus point

Experience:

• Minimum of 3 years of professional experience in child protection, including direct experience with Family Tracing and Reunification (FTR) activities.
• Strong knowledge of national child protection systems, particularly in emergency contexts, and familiarity with the CPIMS+ case management system.
• Experience working with vulnerable children, particularly unaccompanied and separated children (UASC), in conflict or crisis settings.
• Proven ability to work collaboratively with a range of stakeholders, including government agencies, NGOs, and community leaders, to deliver child protection interventions effectively.
• Demonstrated experience in coordinating child protection activities and managing caseworkers or other field staff.
• Strong report writing, documentation, and data management skills, with the ability to ensure quality and timely submission of reports and data.
• Familiarity with international child protection standards, including those from the UN, and knowledge of national child protection frameworks, guidelines, and SOPs related to FTR.
• Experience in training and capacity building for field staff, caseworkers, and community mobilizers in child protection and FTR.
• Ability to maintain confidentiality, safeguard children’s rights, and act with integrity in line with child protection policies.
• Experience in working in humanitarian settings and/or emergency response projects is highly desirable.

Skills and Abilities:

• Familiarity with the cultural and operational context of Afghanistan or similar settings.
• Fluency in English and local languages (Dari and/or Pashto) is essential.
• Willingness to conduct regular field visits in challenging environments.
• Commitment to War Child Canada’s values, including child safeguarding, protection from sexual exploitation and abuse (PSEA), and gender equality.
• Strong interpersonal and communication skills, with the ability to effectively represent the organization in external meetings and cluster settings.
• Proven ability to engage with diverse stakeholders, including local authorities, partners, and community leaders.
