Job Descriptions:

Purpose of the Position

The Regional Coordinator – TPM will provide strategic leadership and overall operational oversight for Third-Party Monitoring activities within the assigned region. The position is responsible for ensuring the delivery of high-quality, independent, and compliant monitoring services in line with WFP standards, policies, and contractual requirements. The role requires close coordination with WFP Area Offices, effective supervision of provincial teams, and timely submission of accurate and verified monitoring outputs.

Key Roles and Responsibilities

Planning and Coordination:

  • Lead regional TPM planning in alignment with WFP-approved monitoring plans, priorities, and timelines.
  • Develop and oversee regional deployment plans to ensure adequate geographic coverage and efficient use of resources.
  • Coordinate TPM activities with WFP Area Offices and relevant stakeholders to ensure smooth implementation and information flow.
  • Ensure clear, consistent, and timely communication between the Regional Office and Provincial Coordinators.

Supervision and Quality Assurance:

  • Provide direct supervision, mentoring, and technical guidance to Provincial Coordinators.
  • Ensure that all monitoring activities are conducted in accordance with WFP guidelines, tools, and methodologies.
  • Establish and maintain internal quality assurance mechanisms to validate data accuracy, consistency, and completeness.
  • Review, validate, and approve consolidated regional TPM reports prior to submission to senior management and WFP.

Compliance and Risk Management:

    • Ensure full compliance with WFP policies, Code of Conduct, PSEA, safeguarding, confidentiality, and data protection standards.
    • Identify operational, access, and security risks affecting TPM activities and recommend appropriate mitigation measures.
    • Ensure timely escalation of critical findings, incidents, or breaches through established internal and WFP reporting channels.

Reporting and Representation:

  • Consolidate regional monitoring findings and ensure timely submission of high-quality reports in line with WFP requirements.
  • Contribute to analysis of trends, risks, and operational gaps based on monitoring findings.
  • Represent RRAA in coordination meetings, briefings, and technical discussions with WFP and relevant partners, as required.

Job Requirements:

Required Qualifications and Experience

  • Master’s degree in social sciences, Development Studies, Monitoring & Evaluation, or a related discipline.
  • Minimum 8–12 years of progressive experience in TPM, monitoring, evaluation, or humanitarian programming.
  • Demonstrated experience managing large, multi-disciplinary field teams in complex, fragile, and insecure environments.
  • Strong analytical, reporting, coordination, and leadership skills with the ability to manage multiple priorities.
  • Proven understanding of humanitarian standards, accountability frameworks, and safeguarding requirements.
  • Fluency in English and Dari and/or Pashto is required.
