Job Descriptions:

The Welfare Association for the Development of Afghanistan (WADAN), in partnership with the World Health Organization (WHO), is implementing a health project in Helmand Province aimed at strengthening Primary Health Care (PHC) services, with a particular focus on immunization, reproductive health, and emergency response services.

Under the Expanded Program on Immunization (EPI), the EPI Supervisor will play a critical role in planning, implementing, supervising, and monitoring immunization activities. The position contributes to improving routine immunization coverage, outreach and mobile services, and mass vaccination campaigns, especially in underserved, hard-to-reach, and crisis-affected areas.

The EPI Supervisor is responsible for ensuring the effective implementation and quality of EPI activities in the assigned areas, in line with national EPI policies, WHO guidelines, and donor requirements. The role focuses on strengthening service delivery, cold chain management, data quality, and community engagement to increase immunization coverage and reduce vaccine-preventable diseases.

Key Responsibilities

Technical Supervision and Implementation

  • Supervise and provide on-the-job technical support to EPI teams, including vaccinators, cold chain technicians, and community mobilizers.
  • Conduct regular field visits to fixed, outreach, and mobile immunization sites to ensure service quality and adherence to EPI standards.
  • Ensure proper vaccine handling, storage, distribution, and cold chain functionality at all service delivery points.
  • Support micro-planning for routine immunization, outreach activities, and Supplementary Immunization Activities (SIAs).

Coordination and Capacity Building

  • Coordinate with provincial and district health authorities, WHO staff, and other stakeholders on EPI planning and implementation.
  • Organize and facilitate training, refresher sessions, and orientations for EPI staff based on updated national and WHO guidelines.
  • Liaise with community leaders, religious elders, and local influencers to promote acceptance and uptake of immunization services.

Monitoring, Reporting, and Data Management

  • Monitor immunization coverage, drop-out rates, and zero-dose children, identifying gaps and low-performing areas.
  • Analyze EPI data and support corrective actions to improve coverage and service delivery.
  • Ensure accurate, complete, and timely submission of daily, weekly, and monthly EPI reports.
  • Contribute to post-campaign evaluations, monitoring visits, and quality assurance assessments.

Safety and Compliance

  • Ensure strict adherence to WHO and national standards on immunization safety, infection prevention and control (IPC), and waste management.
  • Monitor and support the reporting, investigation, and management of Adverse Events Following Immunization (AEFI).
  • Ensure compliance with WADAN, WHO, and donor policies, including safeguarding and accountability standards.

Safeguarding, PSEA, and Compliance

  • Ensure integration and implementation of Protection from Sexual Exploitation and
  • Abuse (PSEA), Child Safeguarding, and Accountability to Affected Populations (AAP) principles across all project activities.
  • Ensure staff and partners adhere to organizational policies, WHO requirements, and codes of conduct.
  • Report and address safeguarding concerns in line with established procedures.

Job Requirements:

Required Qualifications

  • Medical Doctor (MD), Bachelor’s degree in Nursing, Public Health, or a related health discipline from a recognized institution.
  • Formal training in Expanded Program on Immunization (EPI) is mandatory.
  • Certification or training in cold chain management and vaccine logistics is an asset.

Required Experience

  • Minimum 3–5 years of relevant experience in immunization or public health programs, preferably within NGO or WHO-supported projects.
  • Proven experience supervising EPI activities, including routine immunization and SIAs.
  • Hands-on experience in cold chain management, vaccine stock control, and field monitoring.
  • Experience working in hard-to-reach or emergency/conflict-affected settings is highly desirable.

Required Skills and Competencies

  • Strong technical knowledge of EPI policies, immunization schedules, and WHO guidelines.
  • Demonstrated skills in supervision, mentoring, and team coordination.
  • Ability to analyze immunization data and translate findings into practical actions.
  • Excellent reporting, documentation, and communication skills.
  • Ability to work effectively with government counterparts, partners, and community stakeholders.
  • Willingness and ability to travel frequently to field locations under challenging conditions.
  • Fluency in local languages (Pashto/Dari) is required; working knowledge of English is an asset.
