About Action Against Hunger:

Action Against Hunger (ACF) is a Non-Governmental Organization (NGO) that was created in France in1979. ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a localhealth system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are atgreater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, inorder to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level,strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional responseactivities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support andthe distribution of hygiene kits to affected populations.

Job Descriptions:

1. Background

The RMNCH Supervisor is responsible for the effective supervision, coordination, and quality improvement of Reproductive, Maternal, Newborn and Child Health (RMNCH) services at the ACF supported health facilities and community outreach sites. The position ensures that services are delivered in line with national policies, WHO standards, and organizational guidelines, with a strong focus on quality of care, coverage, accountability, and reporting.

2. Purpose of the Position

The purpose of the RMNCH Supervisor role is to ensure high-quality, integrated RMNCH services through regular supportive supervision, on-the-job coaching, mentoring of health staff, and close coordination with health authorities and partners. The Supervisor plays a key role in strengthening service delivery, monitoring performance, and addressing gaps in RMNCH implementation.

3. Key Responsibilities

3.1 Technical Supervision and Quality of Care

  • Conduct regular supportive supervision visits to health facilities providing RMNCH services.
  • Ensure compliance with national RMNCH guidelines, protocols, and standard operating procedures (SOPs).
  • Ensure adherence to Respectful Maternity Care (RMC) standards during ANC, delivery, and PNC services.
  • Monitor the quality of ANC, PNC, intrapartum care, postnatal care, newborn care, IMNCI, family planning and referral services.
  • Monitor and follow up on maternal, neonatal, and child complications, including documentation and feedback from referral facilities
  • Support health staff to correctly use partographs, growth monitoring charts, IMNCI tools, and other RMNCH registers and job aids.
  • Identify gaps in service delivery and implement corrective actions in coordination with facility staff and management.

3.2 Capacity Building and Mentorship

  • Provide on-the-job coaching, mentoring, and technical support to midwives and other RMNCH-related staff.
  • Identify training needs and contribute to the planning and delivery of refresher and in-service trainings.
  • Support the orientation of newly recruited RMNCH staff.
  • Promote best practices and continuous learning among health staff.

3.3 Program Implementation and Coordination

  • Support the implementation of RMNCH activities according to approved work plans and targets.
  • Coordinate RMNCH activities with other program components such as Nutrition, EPI, IMNCI, and Community-Based Health Care (CBHC) including defaulter tracing and cross‑referrals.
  • Ensure systematic nutrition screening (MUAC) and referral during RMNCH contacts.
  • Participate in In-charge meetings and other internal meeting of ACF and program.
  • Support referral linkages between community, health facilities, and higher-level care.

3.4 Monitoring, Reporting, and Data Quality

  • Review RMNCH registers, tally sheets, and monthly reports for completeness, accuracy, and timeliness.
  • Support health facilities to improve data quality and use data for decision-making.
  • Compile and submit regular supervision reports, highlighting key findings, challenges, and recommendations.
  • Follow up on action points from previous supervision visits and meetings.
  • Monitor disease trends and unusual increases (e.g. measles, AWD, maternal complications) and promptly report alerts through established channels.
  • Support preparedness and anticipatory actions based on seasonal risks

3.5 Community Engagement and Outreach

  • Support community outreach RMNCH activities, including awareness sessions, defaulter tracing, and follow-up of pregnant women and children.
  • Coordinate with CHWs, community leaders, and local structures to improve service utilization.
  • Promote gender-sensitive, culturally appropriate, and client-centered RMNCH services.

3.6 Supplies, Equipment, and Infection Prevention

  • Monitor facility readiness for clean and safe deliveries, including availability of delivery kits, sterilization materials, and WASH conditions.
  • Monitor the availability and proper use of RMNCH drugs, supplies, and equipment.
  • Report stock-outs, damages, or shortages to the pharmacist and H&N PM for timely action.
  • Ensure adherence to infection prevention and control (IPC) standards at facilities and outreach sites.

3.7 Protection, Accountability, and Safeguarding

  • Ensure RMNCH services are delivered in line with humanitarian principles and organizational safeguarding policies.
  • Promote accountability to affected populations (AAP), including respectful care and client feedback mechanisms.
  • Report any protection, safeguarding, or serious incidents through appropriate channels.
  • Ensure availability and visibility of feedback and complaint mechanisms at supported facilities.
  • Ensure confidentiality and survivor‑centered approaches when handling complaints, including SEA‑related concerns.
  • Promote safe and dignified access to services for women, adolescent girls, and vulnerable groups.

4. Key Deliverables

  • Regular and documented RMNCH supervision visits conducted as per supervision plan.
  • Improved quality and coverage of RMNCH services at supported facilities.
  • Timely and accurate RMNCH reports submitted.
  • Strengthened capacity and performance of RMNCH staff.

Key Performance Indicators :

·  % of planned RMNCH supervision visits conducted

·  % of RMNCH staff receiving on‑the‑job coaching per quarter

·  % of RMNCH reports submitted on time and validated

·  Reduction in key service gaps identified during supervision

 

Perform any other duties assigned by the Line Manager that are consistent with the role and organizational priorities.

Job Requirements:

Required Qualification and Professional Background :

  • Graduated from a recognized medical university and have passed the Exit Exam of the government. 
  • MD degree with Minimum 3–5 years of relevant experience in RMNCH programs, preferably in humanitarian or development settings.
  • Proven experience in supportive supervision and capacity building of health staff.
  • Experience working with national health systems and DoPH structures.

Required Competences & Skills :

  • Good organization, planning and reporting skills.
  • Ability to manage staff & working environment according to local culture and values. 
  • High flexibility in deployment on the selected area, must be proactive and show initiatives.
  • Develops and promotes effective collaboration within and across units to achieve shared goals and optimize results.
  • Knowledge and skills of MS Office Suite is required, specifically MS word and Excel.
  • Experience on PSS if possible.
  • Continuously seeks to learn, share knowledge and innovate
  • Ability to take initiative and prioritize multiple tasks with minimum supervision.
  • Good strategic and analytical ability with strong organizational skills and attention to detail.

Language:

  • Fluency in local languages (Dari & Pashto) is compulsory.
  • Knowledge of English language is a plus.
