About ACDO

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-organized, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces, as to transform itself into a leading and developed organization that will deliver to and support large number of people who have been affected by the long-protracted and sudden on-set emergencies and regardless of the hardest circumstances that exist in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most part of country.

Job Description

  • Develop, manage and maintain project plans, schedules, budgets, and resource requirements, while identifying project risks and issues and developing mitigation strategies to minimize their impact on project outcomes.
  • Prepare regular narrative reports on project progress and completion, and communicate project status and outcomes to relevant stakeholders, including the FSA and Education clusters, Government authorities, and other partners.
  • Maintain regular communication with relevant, Donors, stakeholders, keeping them informed about project progress, challenges, and opportunities, reporting regularly to the FSA and Education clusters, Government authorities, and other relevant bodies.
  • Manage the School Feeding Program (SFP) in targeted communities, including identifying suitable locations, organizing training for facilitators, and supervising SF activities.
  • Coordinate and attend meetings with government bodies at the province and center level as well as with other stakeholders, building strong relationships with local government officials and other stakeholders, and effectively communicating project objectives and outcomes.
  • Lead to develop, review and regularly revise the detailed implementation plan with implementation methodology.
  • Ensure compliance with all relevant policies, regulations, and standards related to education projects by developing and implementing standard operating procedures, monitoring project activities, and conducting regular audits to ensure compliance.
  • Monitor project risks and issues and take proactive measures to mitigate their impact on project outcomes by developing risk management plans, identifying potential issues early, and implementing appropriate mitigation strategies.
  • Evaluate project outcomes and prepare project closure reports, conducting post-implementation reviews, analyzing project data, and preparing final reports that summarize project achievements, lessons learned, and recommendations for future projects.
  • Support main office tasks, such as maintaining project documentation and communicating with project partners, stakeholders, and other relevant parties to ensure everyone is informed about project progress.
  • Communicate regularly with provincial teams to ensure that project goals are aligned with regional priorities, attending meetings, workshops, or other events where key stakeholders are present.
  • Supervise project staff, providing guidance and support as needed, managing team members, ensuring they have the resources and information they need to complete their work effectively.
  • Support the program development team in preparing the concept note and project proposals in response to RFPs, RFAs, CfPs, and EoIs.
  • Conduct periodic site visits to monitor project activities, assess progress, and identify areas for improvement, traveling to project sites, meeting with project staff and stakeholders, and observing project activities firsthand.
  • Develop/design and participate in field-based need assessments and gap analyses, including risk and vulnerability assessments.
  • Build positive relationships with local communities, engaging them in the project planning process, communicating effectively with community leaders and stakeholders, and addressing their concerns in a timely and effective manner.
  • With support from the ACDO Finance Department, assume primary responsibility for budget reviews and monthly financial reports, highlighting concerns as they arise.
  • Identify staff capacity needs and undertake proactive on-the-job training to strengthen their capacity to deliver interventions.
  • Understand and follow the ACDOs child protection and safeguarding policy and that awareness-raising on child protection, response, and incident reporting is occurring.
  • Ensuring that all project information and documentation is up-to-date, organized, and accessible to team members and stakeholders.
  • Perform any other tasks as assigned by the Program Coordinator and/or Senior Management Team (SMT).

Job Requirements

  • Bachelor’s degree in agriculture, Economics, Education, Social Science, or any other related field (Master’s degree is preferred)
  • Minimum of 7 years working experience in similar positions as a Project Manager with national and international NGOs.
  • Demonstrated ability to manage complex projects involving multiple stakeholders and cross-functional teams
  • Strong analytical and problem-solving skills
  • Excellent communication and interpersonal skills
  • Demonstrated experience in working with government at national and sub-national levels, UN organizations, or any international development or aid agencies.
  • Experience in the relevant or similar position in humanitarian projects is required.
  • Knowledge of up-to-date trends and best practices in emergency support services.

Language skills:

  • Advanced Proficiency in English, Dari and Pashto (written and spoken)
