The Afghanistan Institute for Civil Society (AICS) is a nationally recognized non-governmental organization (NGO) committed to strengthening the role of NGOs in Afghanistan’s development. AICS initially focused on enhancing the institutional effectiveness of NGOs through a certification program based on locally defined and internationally recognized standards. It has also provided capacity-building support and promoted transparency and accountability among NGOs. Furthermore, AICS is actively engaged in capacity-building initiatives and research activities.
Over time, AICS has expanded its scope to include direct implementation and support of education sector programs, particularly in Early Childhood Development (ECD), Community-Based Education (CBE), and Accelerated Learning Programs (ALP). Additionally, AICS conducts capacity-building programs for NGOs and implements research projects in the education sector to support the development of evidence-based strategies, strengthen education systems, and contribute to more effective and informed decision-making by stakeholders at all levels.
Today, AICS continues to serve as a key platform for strengthening NGO capacity, supporting inclusive and quality education services, and generating knowledge to inform policies and practices across the development sector.
- To support and implement effective education programs across, aimed at improving access to and the quality of learning for Afghan children and youth.
- To generate practical, evidence-based research that contributes to improved education policies, planning, and service delivery in Afghanistan.
- To build the institutional capacity of NGOs through tailored training, technical assistance, and performance-based support.
- To promote transparency, accountability, and quality standards among NGOs/CSOs operating in Afghanistan through the application of certification systems and good governance practices.
- To facilitate coordination and constructive engagement between NGOs, government entities, and development partners for effective and aligned service delivery.
AICS is implementing the (Empower Afghan Futures: Building Capacity for Progress) project to enhance the capabilities of non-governmental organizations (NGOs). This initiative involves delivering capacity-building services through eLearning platforms, online courses, mentorship, online discussions, small grants, and peer-to-peer learning sessions in the local language Pashto and Dari.
Job Description
Programming grants and capacity development support.
The NGOs/CSOs Coordination, Networking & Localization Officer serves as the primary focal point for engaging with NGOs and CSOs, maintaining strong communication and fostering collaboration across the sector. The role preparation of data involves mapping organizations across provinces, developing and maintaining a comprehensive database of their profiles and capacities, and facilitating effective information sharing. The officer organizes and coordinates networking events, ensuring active participation of NGOs/CSOs, stakeholders, and key speakers, while also promoting the coordination platform of AICS through various channels to expand outreach and engagement. Acting as the key representative of NGO/CSOs coordination on behalf of AICS, the officer practices timely communication and coordination efforts to ensure grant related documents is in line to meet the finance and audit requirement and that Ips adhere to the policies of AICS in utilizing fund and providing sufficient supporting documents backing their expenses, maintaining partnerships, and ensuring alignment with broader program and sector priorities.
- S/he primary focus will be maintaining efficient and effective coordination to ensure the required documents are up to date for further grant processing.
- S/he serves as the primary focal point for communication and coordination with NGOs and CSOs, maintaining strong and professional relationships.
- Establish and maintain regular communication channels with NGOs/CSOs to ensure continuous engagement, information sharing, and collaboration.
- Conduct comprehensive mapping of NGOs/CSOs across different provinces, identifying their thematic areas, capacities, and operational presence.
- NGOs/CSO data management for the network building and coordination across Afghanistan
- Develop and maintain an up-to-date and comprehensive database of NGOs/CSOs, including key organizational details, areas of work, geographic coverage, and contact information.
- Strengthen networking and collaboration among NGOs/CSOs by facilitating linkages, partnerships, and knowledge-sharing opportunities.
- Plan, organize, and coordinate networking events, workshops, and coordination meetings to enhance collaboration within the civil society sector.
- Coordinate the participation of NGOs/CSOs, stakeholders, and key speakers in events, ensuring effective engagement and representation.
- Promote the NGO/CSO coordination platform through various communication channels to increase outreach, visibility, and participation.
- Act as the key representative for NGO/CSO coordination on behalf of AICS, ensuring professional representation in meetings, forums, and external engagements.
- Support localization efforts by strengthening the role, visibility, and capacity of local NGOs/CSOs within the development and humanitarian ecosystem.
- Facilitate information dissemination related to opportunities, policies, funding, and sector updates relevant to NGOs/CSOs.
- Collaborate with internal teams to ensure alignment of coordination activities with organizational strategies and priorities.
- Responsible for AICS communication and Outreach Activities, promotion of AICS website, social media post etc.
- Monitor and document coordination activities, prepare periodic reports, and provide insights to improve networking and localization outcomes.
- Identify gaps and opportunities in NGO/CSO coordination and propose strategies to enhance effectiveness and inclusivity.
- Any additional duty related to the project work assigned by the reporting line.
Job Requirements
- Bachelor’s degree in social sciences, Development, Business, or communication Studies, master’s degree is preferable
- At least 6 - 8 years’ experience of working with NGOs/CSOs and INGOs
- NGOs/CSO Coordination and Localization
- NGOs/CSOs Network Building Experience at national level, regional level and provincial level
- Experience in Communication and Outreach of Organizations
- Having Strong network and coordination outreach in the country
- Relevant Experiences of the NGGOs/CSOs in relevant position
- Proven experience in Grant management in NGO sector
- Fluently speaking and understanding Dari and Pashto
