At the first time Shanti Volunteer Association (SVA) open its office in Afghanistan in 2003, and start operation in the Eastern region of Nangarhar province, open an office in Jalalabad city,

Shanti Volunteer Association (SVA) was registered on 22/11/2005 with the Ministry of Economy as an INGO, with register number (124).

From starting date (2003) when Shanti Volunteer Association (SVA) head office decided to open an office in Afghanistan, SVA Afghanistan has conducted activities in different areas and worked in the field of education, school construction, promoting school libraries, children’s book publishing, children’s library in Afghanistan, Emergency & WASH program for IDP and returnees.

Up to current date SVA Afghanistan have their main office in Kabul and one regional office in Nangarhar, Jalalabad city.

Job Descriptions:

The Admin Manager reports to the Director/Deputy Director and supports the project team in all activities related activities in accordance with SVA policies and procedures. The Admin Manager will be responsible for the management of administrative services, including recruitment, purchasing, procurement, Security and contract administration; general administrative services; facilities, property, safety, space management, and human resources services

Duties & Responsibilities:

Human Resources Management:

  • Develop and implement HR strategies, policies, and procedures aligned with organizational goals and local regulations.
  • Oversee recruitment, selection, onboarding, and retention processes to ensure the organization attracts and retains top talent.
  • Manage employee relations, including conflict resolution, disciplinary actions, and grievance handling.
  • Coordinate performance management systems, including goal setting, performance reviews, and professional development plans.

Procurement and Supply Chain Management:

  • Develop and implement procurement strategies and policies in compliance with donor requirements and organizational guidelines.
  • Lead procurement planning, sourcing, tendering, and contract management processes for goods, services, and works.
  • Ensure effective vendor management, including negotiation of contracts, performance evaluation, and resolution of vendor issues.
  • Oversee inventory management and logistics to ensure efficient distribution and utilization of resources.

Administration and Office Management:

  • Manage overall administrative functions to support smooth operations of the office.
  • Supervise administrative staff and ensure effective delivery of administrative services, including facilities management, utilities, and office supplies procurement.
  • Maintain and improve administrative systems, processes, and procedures to enhance organizational efficiency.
  • Ensure compliance with legal and regulatory requirements related to operations, facilities, and administration.

Financial Management Support:

  • Collaborate with the Finance Manager to support financial planning, budgeting, and expenditure monitoring.
  • Assist in financial reporting and grant compliance related to HR, procurement, and administrative activities.
  • Contribute to financial forecasting and analysis to support decision-making processes.

Team Leadership and Development:

  • Provide leadership and supervision to the HR, procurement, and administrative team members.
  • Foster a collaborative and inclusive work environment that promotes teamwork, professional growth, and development.
  • Conduct regular performance evaluations, mentorship, and capacity building activities for team members.

Compliance and Risk Management:

  • Ensure adherence to organizational policies, procedures, and donor regulations across HR, procurement, and administrative functions.
  • Identify and mitigate operational risks related to HR, procurement, and administration activities.
  • Implement measures to enhance internal controls and accountability in resource management.

     Other:

  • Work under time constraints to meet specific timelines
  • Establish good relations and contributions with counterparts, stakeholders, and the office team
  • To attend meetings (internal & external)
  • To ensure comply operational procedures based on SVA rules and regulations
  • Other required tasks related to Executive Director and Acting Director.

Job Requirements:

  • Bachelor’s degree in Human Resources Management, Business Administration, Procurement, Finance, or related field and Master’s degree preferred.
  • Minimum 5 years of progressive experience in HR, procurement, and administrative management roles within an international NGO or similar organization.
  • Strong understanding of Afghan labor laws, procurement regulations, and best practices in administration and office management.
  • Proven leadership and management skills, with the ability to motivate and develop a diverse team.
  • Excellent communication, negotiation, and interpersonal skills.
  • Be able to travels “Iside and out-side the country”
  • Proficiency in English; knowledge of Dari or Pashto is an advantage.
