About AKHS-A (Aga Khan Health Service-Afghanistan):

Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

 

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

 

Since 2003 AKHS, A is implementing Healthcare services in Bamyan, Baghlan and Badakhshan provinces. The agency’s scope of work includes the provision of primary and secondary Healthcare, Preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. The current working modality and role of AKHS, A in Bamyan and Badakhshan provinces as BPHS and EPHS implementer. AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwifery.

 

AKHS, A tapped into internal and other donor fundings to continue supplementary and complementary supports to the national health system. Moreover, AKHS, A scale up AKDN innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is implementing net zero and greenhouse gas emission.

Job Descriptions:

  • Responsible for implementing BPHS (Basic Package of Health Services), Essential Package of Hospital Services (EPHS), CME (Community Midwifery Education), and CHNE (Community Health Nursing Education) Programs in line with MoPH (Ministry of Public Health) and AKHS, A standards and guidelines in Badakhshan Province. 
  •  Provide overall leadership, professional, and management support to AKHS, A regional teams, performing quality control and monitoring according to the defined guidelines.
  • Coordinate BPHS /EPHS activities with the Provincial Health Directorate and partner NGOs, attend Provincial Health Coordination Committee (PHCC) meetings, and keep all the updated MOPH policy documents.
  • Work closely with the Aga Khan Foundation (AKF, A) Badakhshan regional team to ensure the support and functioning of all joint activities, such as Security, Finance, and HR Policies.
  • Prepare annual budgets for the regional programs, monitor and check regular expenditures, and submit them to the National Program Office.
  • Develop and implement innovative methods of improving community health program efficiency with community involvement.
  • Initiate and implement capacity-building programs for Regional Health Program Officers (RHPOs) to help them assume larger responsibilities.
  • Support the EPHS Manager in improving the quality of Faizabad Provincial Hospital Services.
    Support “In-Service Refresher Training Activities” among provincial health teams/Staff 
  • Work closely with Aga Khan Development Network (AKDN) regional agencies and represent AKHS, A at Local AKDN Forum meetings.
  • Provide administrative and technical support to the Regional Program Offices in Badakhshan.

Any other duty assigned by the AKHS-A Manager, Community Health Programs.
 

Job Requirements:

SPECIFICATIONS (MINIMUM REQUIREMENTS)

Education: with a master’s degree in public health (or a related field),

Work Experience: 15 years of experience in health programs management in developing countries.

           

Skills: Technical Skills: Proven skills in HR management, problem solving, and crisis management and conflict resolution.
Proven skills in strengthening health systems in developing countries.

 

Other Skills: Proven ability to manage change in staff practice, staff mentoring and institutional development
good computer skills in word, excel and other MS Office applications.
Proven communication skill in English language.

Personal Characteristics:

  • Training in project management, planning, M&E and report writing.
  • Ability to work in very remote areas and under difficult circumstances.
  • Experience in managing multi-donor projects.
  • Systematic approach to work and ability to apply modern concepts in health management, especially applicable to clinical standards.
  • Flexible team player
