In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

• • Conduct assessments of existing irrigation systems and practices.
  • Develop comprehensive irrigation plans and strategies tailored to local conditions and project objectives.
  • Identify areas for improvement and recommend innovative solutions.
  • Evaluate existing dam water regulation practices and their impact on irrigation efficiency.
  • Plan and implement dam water regulation strategies to optimize water release schedules and distribution.
  • Develop and implement effective water management strategies to optimize water use efficiency.
  • Monitor and regulate water distribution to ensure equitable and efficient use of resources.
  • Establish protocols for water usage, scheduling, and allocation to prevent overuse and wastage.
  • Ensure compliance with local and national water regulations and standards.
  • Promote sustainable water management practices that protect and conserve water resources.
  • Provide technical support to project staff, farmers, and other stakeholders.
  • Conduct training sessions and workshops on irrigation techniques, water management, and system maintenance.
  • Develop training materials and manuals.
  • Establish monitoring systems to assess the performance and impact of irrigation interventions.
  • Collect and analyze data on water use, crop yields, and system efficiency.
  • Prepare reports and provide recommendations based on findings.
  • Stay updated on the latest developments in irrigation technology and practices.
  • Conduct research to identify and test new irrigation methods and technologies.
  • Collaborate with research institutions, government agencies, and other organizations.
  • Work closely with other project staff, including agronomists, water resource specialists, and community development officers.
  • Coordinate with local authorities, NGOs, and community organizations.
  • Represent the project at meetings, conferences, and workshops.

Deliverables

• Detailed assessment reports on existing irrigation systems and practices.
• Comprehensive water management plans and protocols.
• Training materials and manuals.
• Regular monitoring and evaluation reports.
• Research reports and recommendations on innovative irrigation practices.
• Final project report summarizing achievements, challenges, and lessons learned.

Qualifications and Experience

• Advanced degree in Irrigation Engineering, Agricultural Engineering, Water Resources Management, or a related field.
• At least [7] years of experience in irrigation, and management.
• Proven expertise in water management and regulation.
• Strong analytical and problem-solving skills.
• Experience in conducting training and capacity-building initiatives.
• Excellent communication and interpersonal skills.
• Ability to work effectively in a multidisciplinary team and with diverse stakeholders.
• Proficiency in relevant software and tools (e.g., GIS, HEC HMS, HEC RAS, HEC RESIM, Crop WATT, ClimWATT).

Education:

Bachelor or Master's. in Irrigation &Agronomy, Soil, Plant and Water Relation, or a related field:

An advanced degree in a relevant field provides the in-depth knowledge required for understanding Irrigation systems, resilience planning, and sustainable management.
