Job Descriptions:

Job Purpose:

The Bamyian, Baghlan and Paktika Security Assistants have direct responsibility for the safety and security of all IMC in these mentioned Provinces staff, both inside the office and at field-site locations during official working hours; for the provision of refresher safety and security training and awareness for all staff in order to reduce the risk of incidents such as targeted killing, kidnapping, robbery, metallic IEDs, road traffic accidents etc.

Main Duties & Responsibilities:

  • To monitor, maintain and improve the security platform and ensure strict compliance with established IMC security Standard Operating Procedures (SOPs) both inside and outside the office in order to mitigate against incidents; establish and maintain regular communication with relevant local authorities with responsibility for dealing with safety and security at Provincial, District and Local Community-level.
  • To inform recognized IEA local authorities, INSO and other related NGOs regarding relevant security issues and broader trends.
  • To systematically notify, in real-time, the Country Security Manager, Region security officer and Field-Site Manager about any changes in the security situation in Bamyian, Baghlan and Paktika Provinces and neighboring provinces on a 24/7-basis.
  • To lead and supervise all security manned guards in the Bamyian, Baghlan and Paktika Offices, clinics and WFHS.
  • To coordinate and monitor all external movements with relevant departments.
  • Prepare the security guards’ duty-roster every month based upon IMC Standard Operating Procedures and immediately report any anomalies or problems to the Field-Site Manager, Country Security Manager and region security officer.
  • Supervise and coordinate the duties of security guards in fixed Health Facilities and WHFs.
  • Prepare a detailed written Weekly Security Report (WSR) and submit it via e-mail to the Country Security Manager by the end of the week (each Thursday).
  • Brief all IMC Bamyian, Baghlan and Paktika Province staff about the prevailing security environment and key issues as required 24/7, including informing staff in real-time when changes/incidents occur.
  • Acts as an intermediate ‘Interpreter’ for International Staff and visitors as needed during the field missions.
  • Analyze and interpret incidents as they occur - report, map and be able to locate all security related incidents across this Province.
  • Be able to submit a formal Incident Report to IMC HQ via the agency’s online Incident Management System (IMS).
  • To be able to perform basic first aid and trauma care.
  • Maintain permanent communication and prepare and maintain an emergency communications system with all staff working for IMC Kunar 24/7. 
  • Monitor all staff and vehicle movements across this Province 24/7.
  • Can make monthly duty security guards schedule based on IMC policy.
  • Have full contact with all Kunar staff in the office and field.
  • On time security update for staff and country security manager and team.
  • Monitoring from office and field MHTs and clinic based on need.
  • Any additional official tasks which may be assigned by supervisors.

Qualifications:

Essential:

  • Graduated from high school (12th grade). Preference will be given to the bachelor’s degree holders though this is not prerequisite.

Experience:

Essential:

  • Previous verifiable two years’ experience as a Security Assistant (or equivalent) with national or international NGO or similar agency.

 Desirable:

  • Minimum of 2 years’ prior experience. Consideration also given to candidates with solely experience in the for-profit sector.

Competency:

Essential:

  • Able to communicate (spoken and written) in English, Dari/Pashto languages. (English is the working-language of IMC).
  • Able to communicate clearly and succinctly with Anglophone international staff as required, both inside and outside the country.
  • Good working knowledge of and practical competency with Microsoft Office suite – Word, Excel, and Office Outlook etc.  
  • Able and willing to travel (often at short-notice) or be deployed anywhere within the program area for security-related assignments or assessments. There may be some insecure areas where travel will be required and the need to perform and operate without any hesitation, with minimum supervision and in coordination with project manager and or country Security Department.
  • Subject to a verifiable background check and submission of 3 written supporting Character References.
  • Demonstrable Knowledge of National and International NGO and Aid agency sectors in Kunar and across the eastern region.
  • Good knowledge of the prevailing security environments across the eastern region and prevailing risk trends.

 Desirable:

  • Demonstrable knowledge of the national/international NGO and aid agency sector in Faryab Province and across the broader Northern Region.
  • Good knowledge of the prevailing security environment across Faryab Province and prevailing risk trends.
