Job Descriptions:

Job Purpose:

The RMNCH officer will be responsible for the field level implementation of Reproductive, Maternal, New-born and Child Health (RMNCH) activities and will ensure quality RMNCH service delivery through HSCs and mobile health team. She/he should apply up to date knowledge and skills in caring for each team.  She/he works as a member of a team the Project Provincial health teams at Office and field.

Main Duties & Responsibilities:

  • The implementation of Reproductive, Maternal, New-born and Child Health (RMNCH) activities will ensure quality of care in RMNCH, Nutrition and EPI service delivery at Provincial/field levels.
  • Ensure quality of care through implementation of RMNCH HQIP standard.
  • Coordinate RMNCH and IYCF for pregnant and lactating women activities with relevant Government Directorates, Basic Package of Heath Service (BPHS) and INGO/ NGOs at provincial level.
  • Regularly attend the RMNCH committee meeting at provincial level and adjust the RMNCH activities with the new approach.
  • Undertake regular supportive supervision to the project site and provide on the Job coaching and training for the HSCs staff to promote RMNCH and IYCF-E activities.
  • Conduct need assessment and identify the area of need for improvement and will organize the capacity building plan for the RMNCH and IYCF-E staff. 
  • Collect RMNCH data from project team for further analysis and submission to Project Officer and Project coordinator and PPHD/MoH on timely basis.
  • Meet regularly with beneficiary communities and leaders, to ensure project effectiveness and community involvement in decision making on the services.
  • Participate in capacity building activities for training of health facility staff on RMNCH, research, professional organization, and related committees and in continuing education opportunities.
  • Perform any other task relevant to the scope of work as assigned by the line manager.
  • Provide monthly activities report.
  • Work closely with the International Medical Corps program teams, including other sectors, to develop applicable materials on protection, participation, health education, environmental protection etc.
  • Follow established departmental policies, procedures, and objectives; continuous quality improvement initiative; safety, environmental, and infection prevention standards.
  • Identify and report immediately any problem which interferes in the delivery of services or in achieving the program objectives to her/his immediate supervisor.

Important Point: You will be asked to travel or can be deployed anywhere within the program area to perform services. There may be some insecure areas where you may need to travel and perform the activity without any hesitation in coordination with security department.

Job Requirements:

Qualifications:

  • The candidate must be a Medical Doctor, graduated from a recognized Medical Faculty and passed exit exam of MoH with documents that verify she passed the exam successfully the candidate should have 3 years’ experience in RMNCH or similar health projects with international or national NGOs or BPHS.
  • or Diploma Midwife graduated from a recognized midwifery school, The candidate should have 3 years’ experience in RMNCH or similar health projects with international or national NGOs or BPHS.

Experience:

  • Familiarity with HMIS online databases of MoH will be an asset.
  • Good knowledge and experience of Project Management skills including basic administration and management.
  • Good knowledge and experience of Health and nutrition training delivery.
  • A thorough understanding of project cycle management, especially M&E processes, and reporting.
  • Excellent reputation/well-known Desirable.
  • Efficiency, result-oriented and excellent management, and training capabilities.
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner.
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity.
  • The candidate will be able to travel hard to reach districts of the target province/s.

Competency:

  • The candidate will have good human and communication skills, excellent command over Microsoft Office particularly MS excel and MS Word, planning, and organization management skills.
  • The candidate should fluently speak Dari and English.
