The head office of the organization is located in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Livelihood, Good Governance, WASH, and Emergency through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner.

Job Descriptions:

General Project Tasks

  • Prepare vouchers for all financial transactions.
  • Disburse cash based on properly approved vouchers, advance sheets, and other financial documents.
  • Responsible for bringing cash from the bank for daily petty affairs.
  • Clear cash advances for employees and receive the excess of cash over expenditure from the employees. Use the proper exchange rate on the liquidation voucher of the advance.
  • Conduct daily cash count and ensure that cash is always reconciled with the books.
  • File all financial documents for the head office. Label the files as advised by the system.
  • Recording of all cash and bank financial transactions into the assigned journals in the QuickBooks System.
  • Maintains subsidiary accounts by verifying, allocating, and posting transactions.
  • Maintaining a complete set of books of accounts according to the principles of accounting and keeping them updated on a daily basis.
  • Responsible for and plans, organizes, and manages the finance and administration process for the project.
  • Ensures that the finance process is in adherence to organization and client requirements, policies, and procedures and ensures successful delivery of project requirements.
  • Ensure smooth operations of the project site in close coordination with the Project Manager.
  • Plan and organize and liaise project needs and purchases in close coordination & collaboration with PM, CE, CT, and procurement officer.
  • Supervises and manages the on-site IT issues through the IT service provider, and manages and organizes office facility management, kitchen, and auxiliary staff.
  • Develop, track, record, and report generators' fuel usage, equipment, and maintenance in close collaboration with Logistics/procurements and ensure smooth operations of equipment and tools at the project office.
  • Organize and manage office supplies, and kitchen supplies for the project office.
  • Ensuring that project expenditures are adequately tracked according to the agreed project budget in close coordination with the Admin & Finance Manager and Project Manager.
  • Facilitate timely, accurate month-end closing, cash requests, and cash reconciliations.
  • Receiving complete documents, invoices, bills, etc… ensuring the proper name, date, stamp, and supportive documents
  • Prepare weekly, monthly plans and monthly financial progress reports for the Finance Department
  • Manage Staff Salaries, leases, and subcontractor payments on schedule.
  • Schedule tax payments strictly on time
  • Preparing in a timely manner accurate financial reports as required by the head office or for internal monitoring processes.
  • Other duties as assigned.

  • Compliance with RRAA’s staff code of conduct and other safeguarding policies such as (Safety/Security SOPs, AAP, PSEA, ESHS, and HR)
  • Make sure all activities under the project are done based on the organization's policies and procedures.

  • Holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance, and applying appropriate consequences when results are not achieved.

  • Approachable, good listener, easy to talk to

Representation:

Represent the organization in meetings, workshops, and events related to the assigned project package.

Job Requirements:

Education: Bachelor’s degree in finance, Accounting, Business Administration, or related field (BBA preferred). Experience: at least 4 years of professional work experience in finance, ideally within an NGO or international organization.

 

Skills:

  •  Proficiency in financial software Quick Books.
  • Excellent command of English and Dari/Pashtu languages.
  • Strong computer literacy, including experience with accounting packages, word processing, and spreadsheets (preferably Word and Excel).
  • Good communication and interpersonal skills.
  • Ability to work as part of a team and independently.
  • Willingness and ability to travel to project areas for monitoring or cash distribution.
  • Perform routine tasks according to organizational principles.
  • Maintain confidentiality of organizational information and Uphold honesty and a strong work ethic.
  • Ability to work under pressure and meet tight deadlines with minimal supervision.
  • Strong sense of integrity and personal commitment to the organization’s goals.
