CRS has been working on behalf of Afghan communities since 2002, with hundreds of experienced Afghan staff working in offices across the country. We provide emergency relief, inclusive education, improved agricultural techniques, and other life‐enriching services to tens of thousands of households. The country’s long conflict has left many families displaced and impoverished, but the war’s end in 2021 has opened the exciting possibility of reaching many previously inaccessible communities.

CRS is currently implementing programs in the provinces of Bamiyan, Daykundi, Ghor, Herat, and Kabul, and is exploring additional expansion. CRS maintains five main offices in the country as well as several sub-offices that support the direct implementation of program activities. With over 200 staff, the Country Program is growing to meet new needs throughout the country.

Job Descriptions:

CRS is seeking a qualified and experienced Project Officer (Senior Engineer) to oversee the implementation of a multisectoral humanitarian project for vulnerable families in the target district of Bamyan. Under the supervision of the Senior Project Officer (SPO), the Senior WASH Engineer is responsible for frequent travel to projects locations and sub offices, to undertake technical assessments, design, supervision, and monitoring of water supply projects in collaboration with the WASH team and Foremen. The Senior WASH Engineer will need to work closely with external and internal stakeholders including communities, project team members, Country Program and global Technical Advisors, and other key stakeholders to bring holistic impacts in the Water, Sanitation, and Hygiene (WASH) sector.

Specific roles and responsibilities:

  • Prepare Bill of Quantities (BOQs) and drawings for all gravity-fed pipe scheme water supply infrastructures according to the CRS and donor requirements.
  • Oversee the implementation of all WASH infrastructure activities as per the detailed implementation plan and in compliance with the specifications outlined in the BOQs and drawings.
  • Providing field-level oversight of protection and safeguarding risks associated with WASH programming, and escalating any concerns according to CRS Safeguarding Policy
  • Conduct regular field monitoring visits and provide technical guidance for foremen team to ensure effective implementation of the WASH activities.
  • Support foremen to maintain material records at construction sites and ensure quality of all material arrived on all sites.
  • Validate the progress and quality of work of the contractors and liaise with the administration and logistics to ensure their payments are done on time.
  • Identify project materials’ needs, prepare requisitions and coordinate with operations team to ensure materials arrive timely to work sites.
  • Take timely program advances for labor payments and other activities and ensure advances are settled in time.
  • Ensure community consent, participation, and leadership in all WASH infrastructure activities.
  • Conduct technical training of water management committees (WMC) and volunteers.
  • Support the WASH Officer and foremen in conducting water quality analysis in the field locations and updating water quality reports and propose recommendations for the water treatment systems.
  • Collaborate with the MEAL and implementation teams to prepare monthly progress reports, tracking project indicators such as beneficiary numbers and activity completion
  • Develop weekly work plans for the WASH team and share them with the Senior Project Officer.

 

Integration and coordination:

  • Coordinate WASH construction activities with sanitation and hygiene promotion efforts, while also collaborating with other CRS sectors like livelihood, education, agriculture, operations, and finance to ensure integrated support in the same geographical areas and for the same beneficiaries.
  • Collaborate with local actors, including the WASH cluster, to align WASH construction activities with broader community efforts.
  • Engage regularly with the community and their leaders to explain the WASH team's activities and foster collaboration.
  • Actively participate in weekly management and team meetings, contributing to strategic and operational discussions.
  • Facilitate program integration between the WASH team and other sectors during planning, design, and implementation stages to maximize synergy.
  • Listen to the community’s feedback and provide technical guidance, offering clarity on CRS’s role and fostering mutual understanding with the community.
  • Ensure a safe working environment for all individuals involved in project implementation.
  • Supervise Cash for Work activities, including the selection of beneficiaries, payment processes, and monitoring of activities.

Staff Supervision

  • Directly supervise and strengthen the capacity of the Foremen to develop and carry out work plans.
  • Support professional development through individual coaching, reviewing staff performance management plans, and providing trainings as necessary.
  • Provide technical assistance to field staff and beneficiaries.

Job Requirements:

  • Bachelor’s degree in civil engineering, hydraulic engineering, water supply and environmental engineering, or a related field.
  • Minimum of 3 years of experience in construction, ideally with gravity-fed pipe schemes in rural areas. Technical expertise should also include water quality analysis, sanitation, structural design, and/or construction

Preferred Qualifications:

  • Minimum of two-year experience working on emergency response and development programming with an international NGO.
  • Knowledge of appropriate engineering and construction norms for Afghanistan
  • Knowledge of Sphere standards for construction of water supply projects
  • Knowledge of construction materials locally available in the field
  • Excellent teamwork skills and the ability to build good relations both internally and externally
  • Experience in the design and delivery of training or capacity building program
  • Physically able to spend the long periods of time in the field.

Knowledge, Skills and Abilities  

  • Strong technical skills in correlating drawing and specifications of works in the BoQ.
  • Professional manner in dealing with community members and co-workers.
  • Strong listening skills combined with excellent interpersonal and conflict resolution skills
  • Possess good interpersonal, communication and organizational skills.
  • Strong skills in applying AutoCAD and GIS software in water supply construction designs.
  • Possess initiative and ability to adapt and cope with pressure and challenges.
  • Microsoft office 365 basic knowledge (Outlook 2016, Excel, Word, Microsoft Teams)
  • Microsoft SharePoint online usage and experience
  • Microsoft OneDrive usage or any other similar cloud base technology usage experience
  • Basic knowledge on understanding the internet security and data privacy (phishing, Spam, Malware, Virus, Content Filtering)
  • Understanding of basics on Intranet usage and protocols

Supervisory Responsibilities: 3-4 WASH Officers and Foremen.   

Key Working Relationships:  

Internal:  Program Manager, Senior Project Officers, Field Officers, MEAL Field Officer, Head of Office, Head of Programming, Administrative/Support staff and WASH Technical Advisors.

External: Project Participants, partner’s WASH team lead, Community Leaders and other Community Members, relevant working groups, other NGOs and other stakeholders.

Required Languages:

Fluent in Dari and professional working proficiency in English.

Travel – The position will be based at CRS sub-office in Panjab district of Bamyan, with up to 80% travel to project communities and other CRS sub-offices. Occasional travel to other CRS offices in Afghanistan for workshops and trainings may also be required.
