The Community-Based Improvement Organization (CBIO) is an independent, non-governmental, non-political, non-religious, and non-profit Afghan organization founded in January 2017. Established to address the socio-economic challenges faced by Afghan communities due to decades of war, CBIO focuses on promoting human rights, empowering marginalized groups, and fostering community participation. Registered with the Ministry of Economics, CBIO leverages both local and international resources to drive sustainable development and improve the quality of life for all community members, including minorities and internally displaced persons (IDPs). The organization is known for its dedicated and experienced personnel who maintain strong relationships with tribal elders, Shuras, and local authorities.

Job Descriptions:

Position Summary:
Under the direct supervision of the Director of CBIO, The Program Development Assitant will be a professional who is responsible for fundraising, program development, coordination among interrelated departments, and ensuring the quality and effectiveness of the organizational staff capacity and the overall program. He will also communicate with external stakeholders, such as donors, partners, and beneficiaries, to promote the organization's vision and mission. He will have strong skills in project management, proposal/report writing, budgeting, monitoring and evaluation, and reporting.

Key Duties and Responsibilities

The position will cover the following key areas of responsibility:

Support CBIO's Program Manager in the development of concept notes, expressions of interest, and proposals, including gathering technical input from across the organization; contributing to writing high-quality proposal narratives, assisting with budget development, and consistently meeting internal and external deadlines in the process.
Support the Program Manager in getting proposals and other key documents signed off by relevant department team leaders and/or focal points, as well as the Managing Director.
Identify funding opportunities through desk research and networking, and share summaries of calls for proposals with the team.
Contribute effectively to funding opportunity brainstorms and Go/No-Go decisions, departmental meetings, and other internal meetings, as required.
Provide support to the M&E department in conducting needs assessments for new proposals, including developing the survey tools and writing the assessment report. 
Assist in undertaking donor mapping to ensure the team is well-informed of donor funding priorities.
Attend donor information sessions related to calls for proposals and regular coordination meetings, including humanitarian cluster and working group meetings.
Contribute to effective donor relationship management by supporting communication with assigned donors, participating in donor meetings, and contributing to donor reports.
Any other duties as assigned by the line manager or overview manager.

Job Requirements:

Education

Bachelor’s degree in Development Studies, Social Sciences, International Relations, or another relevant programme of study – or equivalent professional experience.

Work Experience

At least two years of working experience in a development or humanitarian organization in project development, project support, grant management, M&E, or a similar role.

Desirable

Experience of contributing to proposal development and writing narrative reports
Experience of drawing on evidence from evaluations, surveys, studies, etc. to guide project design and/or implementation
Understanding of and experience with logical frameworks and/or theories of change
Knowledge of key institutional donors for development and humanitarian funding in Afghanistan
Working knowledge of research methods
