People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the program has visibly grown and diversified but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Descriptions:

Under the overall supervision of the DCD and HR Manager, the Administrative and HR Officer is responsible for administrative support related to the Afghanistan mission and for supervision of Finance/HR processes and procedures required by government/law. Supporting the HR Activities and supporting the HR Manager with HR.

Responsibilities and Duties 

  1. Administrative support

1)Support to Project Implementation

  • Responsible for the preparation, approval, signature, and completion of documents and processes related to and including, but not limited to, the
  • following under the supervision of the Deputy Country Director:
  • Visa and residency applications for international staff moving to Afghanistan in close cooperation with the Deputy Country Director and international
  • staff to ensure all documents are completed in a timely manner;
  • Act as the focal point and provide support to PIN staff in matters related to visas, residencies, registrations of projects, authorization letters, approval letters, and other related documents and also for information relevant to arrival/departure of the country
  • Communicate with mission stakeholders the deadlines for registration and monitor current requirements from the side of the governmental authorities.
  • Prepare and process documentation for invoices/receipts of any governmental payments.
  • Responsible for the collection of the documents necessary for the submission of the financial or program documents/reports requested from governments
  • Responsible for mission induction of international colleagues, onboarding & offboarding
  • Systematically share relevant information on international staff member departures and coordinate the off-boarding actions with relevant in-country teams ((Logistics, IT, Security, and others as per the process defined)

 

Archivation

 

  • Maintain a proper archive of all administrative documents, registrations, permissions, approvals, letters, and relevant documents.
  • Uploading new documents to mission SharePoint, ELO, and NAVI as applicable, providing support to the mission as a whole.
  • Keep up-to-date on the archived documents (hard copies and soft copies)
  1. Human Resource:
  • Support national recruitments including job posting, employment offers, onboarding, and induction for new hires.
  • Ensure all staff have access to HR policy/procedures, Job Description, code of conduct, and security policy and they are fully aware of roles and obligations.
  • Ensure that all staff have access to whistle-blowing policy, they are aware of their role to flag up the issues as the policy.  
  • Ensure all managers are equipped with knowledge and tools for performance management and staff evaluations are conducted on time.
  • Ensure staff capacity building plan is developed for the mission according to the recommendations from respective managers through the process of staff evaluation with the support of the HR manager.
  • Make sure that personnel files are equipped with necessary documents such as CV, education certificates, JD, offer letter, contract and its amendments, warning, termination, etc., and are updated regularly, and due confidentiality is maintained.

3) Other tasks

  • Any other task assigned by the line manager

Job Requirements:

  • Bachelor’s degree in Administration/ any related field
  • Proven experience and knowledge of Afghan tax regulation and labor law
  • Proven experience working with authorities and/or community stakeholders in Afghanistan
  • Demonstrated experience with administration and finance
  • Applied knowledge of the Afghan context and structures
  • Demonstrated patience, enthusiasm, and strong interpersonal skills
  • Attention to detail, ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
  • Proven knowledge and respect of key humanitarian principles
  • Ability to remain calm under pressure and solve problems
  • Computer skills (i.e. Microsoft Word and Excel) and ability to type in Pashto, Dari, and English
  • Team player and willingness to learn
  • Fluency and professional proficiency in Pashto, Dari, and English
