Introduction: Afghanischer Frauenverein e.V.: AFV is a non-profit, non-governmental and non-political humanitarian aid organization registered with the Ministry of Economy in Afghanistan and has been working in the field of Education, Health, WASH, Vocational skills development, and humanitarian emergency response in Afghanistan since 1992. With a Country Office in Kabul and over 200 local staff members countrywide, AFV is implementing sustainable relief programs that are mainly in the rural areas, focusing on supporting children and their families in extreme poverty. Today AFV is engaged in over 21 relief programs serving over 200,000 people per year all over the country. The organization provides technical and financial support to five schools in Kabul, Kunduz and Ghazni provinces; runs vocational training courses for people with disability in Kabul and Ghazni; provides safe drinking water for poor communities in remotest parts of some provinces; supports seven Basic Health Clinics (BHCs) in Kabul Province; and delivers humanitarian assistance particularly in partnership with other local partners.

About the position:

The Admin Officer is responsible for managing the administrative, financial, and operational tasks of Boyazar School under the under the supervision of AFV Project officer in Boyazar girls school in Shakardara district. The role includes overseeing financial activities, maintaining proper records and documentation, ensuring compliance with organizational policies and legal requirements, and providing support to school staff and students. The Admin Officer will serve as the primary liaison for financial and administrative matters, ensuring the smooth functioning of the school’s operations and supporting the organization’s educational goals. The Admin officer will directly report to Project officer.

Main Responsibilities:

  1. Draft, prepare, and finalize official correspondence, emails, and letters.
  2. Develop and maintain updated filing systems, including personal files, HR forms, performance appraisals, and training schedules.
  3. Monitor and manage consumables, stationery, and cleaning materials for the office.
  4. Supervise and track inventory of school supplies, ensuring proper record-keeping and distribution.
  5. Ensure proper maintenance and follow up for repair of office equipment and machinery.
  6. Assist project officer in preparing and finalizing rental contracts, premises agreements, and other required documentation.
  7. Manage internal memos (in/out) and maintain proper records.
  8. Be in charge of financial operations, including cashbook management, PRs, GRNs, TBs, and petty cash requests on a monthly basis.
  9. Create and revise budgets as needed and track expenditures for projects.
  10. Verify staff salary payrolls, per diems, travel allowances, and other payments.
  11. Monitor and report cashbook operations on a monthly basis.
  12. Provide monthly financial progress reports to the Project Officer.
  13. Prepare time sheets, leave request forms, and per diem requests for staff on a monthly basis.
  14. Maintain and update staff attendance sheets and time sheets, filing them in personal records post-payroll processing.

Operational Support:

  1. Track and manage salary payments for teachers, scholarship students, and vulnerable beneficiaries under the family donation project.
  2. Participate in supplier bidding selection committees to ensure fair procurement processes.
  3. Support students and teachers by distributing materials according to pre-approved plans.
  4. Review, update, and maintain HR handbooks and organizational forms as required.
  5. Ensure the correction of errors in financial and administrative reports as necessary.
  6. Perform other duties and responsibilities assigned by the supervisor or Project Officer.

Qualifications & Requirements:

Education & Experience:

    • Bachelor’s Degree in Accounting, Business Management, Public Administration, Economics, or a related field.
    • Minimum of 2 years’ experience in administrative or financial roles, preferably with an NGO or educational institution.

Technical and Language Skills:

    • Strong computer skills with expertise in MS Word, Excel, and PowerPoint.
    • Fluency in English (spoken and written).
    • Fluency in Pashto and Dari (spoken and written).
    • Strong organizational and time management skills.
    • Ability to handle sensitive information with confidentiality and integrity.
    • Excellent communication and interpersonal skills.
