NCA is seeking a competent and highly motivated Procurement officer to join our team in Afghanistan. In this key position under NCAs Deputy Country Director, the Procurement Officer will work in close coordination with all departments on procurement and has key responsibility to work with partners. The NCA programmes in Afghanistan prevent and respond to economic empowerment, water, sanitation & hygiene (WASH), and humanitarian assistance. NCA works with local Afghan organisations, strengthening community ties through locally driven projects.

Job Descriptions:

Main tasks and responsibilities for this position:

  • The role of the Procurement Officer is to provide responsive, effective, and quality expert procurement services and business advice to NCA’s partners while achieving best value for money, ensuring a competitive, fair and transparent process in accordance with established regulations, rules and procedures.
  • Responsible for the procurement of works, supply and services for representation, and assisting partners. Ensuring the procurements are complaint with the NCA procurement manual / donor guidelines.
  • Responsible for quality checking and finalizing annual procurement plans with representation and partners, in coordination with NCA programs team, and giving appropriate expert input.
  • Work with and coordinate with NCAs program team and compliance officers, to ensure partners procurement is compliant, and report any inconsistencies to NCA management as appropriate.
  • Give advice and lead when required for any NCA internal procurement.

Details of the main expectations for this position over the next period in regard to strategic targets and plans:

  • Coordinate and follow-up with partners the implementation of NCA Afghanistan procurement policies in accordance with NCA Routines and Guidelines and agreed NCA Afghanistan procurement procedures.
  • Overseeing the procurement contract management of representation and partners.
  • Plans procurement actions for assigned operational (self-implemented) and partner projects, which typically involve the procurement of works, supplies and services, or for a variety of goods and services of a general nature.
  • Work with the programme teams and the partners to develop realistic annual procurement plans and ensure that these are maintained, adhered to, and regularly updated.
  • Assists staff in matters regarding procurement policies and procedures, technical specifications, pricing and product/service availability, as well as appropriate substitutes or alternative options to reduce costs.
  • Solicits and evaluates bids/proposals/quotations to ensure overall competitiveness, quality, and conformity to specified requirements.
  • Compiles and presents procurement data; prepares all relevant supporting documents and recommends approval of the contract or purchase order; may authorize purchases in line with delegated authority, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Procurement Committee for review and subsequent approval by the authorized official.
  • Conduct and participates in the market and supplier research.
  • Prepares a variety of reports, correspondence, and documents (e.g. purchase orders, procurement meeting minutes, contracts and amendments) on procurement-related matters.
  • Liaising with Logistic and Administration Officers to ensure efficient and timely programme support and collaboration necessary to implement the programme.
  • Performs other duties as assigned.
  • Visit partner offices both in Kabul and the field to follow-up on procurement procedures. It is expected you will spend 30% of your time visiting partner offices in Kabul.  
  • Conducting regular procurement trainings for NCA and partners, minimum annually for appropriate staff.

Job Requirements:

Required tertiary education (level, field), relevant certifications and other formal training:

  • University Degree in procurement or related field

Required competencies, work experience and proven results from previous positions:

  • Four years or more of direct experience working in procurement with an international INGO
  • Very strong technical background in procurement, and experience of managing large procurements successfully.  
  • Flexible and able to travel around Kabul city to visit partner offices.
  • Skilled in computer use and MS office suite.
  • Strong organizational skills and attention to details
  • Excellent oral and written English
  • Integrity, Team player, Collaboration, Proactive problem solving
