Job Descriptions:

The Protection Monitor will work under the overall guidance and direct supervision of the Border Monitoring - Project Manager and in consultation with the relevant donor focal point.

Purpose of the Position: 

The purpose of this position is to collect information regarding protection support at the zero point of the border and other illegal crossing points . 

Specific Responsibilities: 

Incoming Movements 

  • Keep head count of people (returnees, refugees, and repatriates) entering to the country (Afghanistan).
  • Keep count of the transit movement of trucks.
  • Conduct random interviews with returnees, repatriates, deportees (10% coverage of the total returnees)
  • Conduct random interviews with the families of undocumented returnees and repatriates.
  • Conduct unofficial interviews with child labors (one in depth protection related interview per day).

  Outgoing Movements

  • Keep head count of the people leaving the country and entering to the neighboring country through the mentioned border.
  • Keep count of the transit movement of trucks.
  • Conduct interviews with families having support letters (if less than 50 families, all to be interviewed.)
  • Conduct interviews with single individuals having support letters (if less than 50, all to be interviewed.)
  • Conduct interviews with patients/accompanied (50% coverage of the total.)
  • One in depth protection interview per day with the families with supporting letters.
  • Conduct unofficial interview with foreign nationals entering to the country (reason for arrival/return.

 Apart from the mentioned above

  • Conduct field visits to illegal crossing points on the line to collect the required information as per the set requirement of the donor.
  • Maintain coordination with other existing relevant IPs, local authorities, relevant governmental entities, and stakeholders in regards to collection of the information related to protection support.
  • Collect, maintain records, and provide accurate data and information to the Project Manager and considering confidentiality of sensitive information.
  • Responsible to be present at times the border opens and closes the pedestrian movement and as per the duty schedule where in cases of emergency, discuss and agree with the off-duty staff and the team leader to inform the management on any change in the roster.)
  • Conduct visits to the unofficial border routes in coordination with the management and the relevant representatives of the donor.
  • Report any discrepancies or incidents immediately to the line supervisor and management in the project covered areas.
  • Coordinate administrative support with line supporting departments including annual, emergency, and other leaves.
  • Keep strict confidentiality of the important information and documents and follow the applied procedures to share such information with any third parties.
  • Perform any other relevant task as and when assigned by the line supervisor.

 

Job Requirements:

  • Bachelor degree in social science  or any other relevant field is required .
  • At-least 3 years of work experience in protection, community development, IDPs, returnees, and refugees, and or relevant field is required.
  • Work experience in community mobilization and protection principals in vulnerable communities is preferred.
  • Basic knowledge of computer programs i.e. word, excel, and power point.
  • Motivated and ability to adapt to changing needs of communities, project or situations, and excellent listening, reporting, documentation, and facilitation skills.
  • Written and oral communication skills of English and local languages (Pashto and Dari.)
  • Tactful and sensitive to local culture, GBV, norms, and practices.
