Job Descriptions:

HR Specialist (Recruitment) to manage the end-to-end recruitment process. This role will involve supervising recruitment activities, maintaining recruitment trackers, and providing strategic support to program and department managers in workforce planning and emergency hiring processes. The ideal candidate will play a key role in enhancing staff retention and ensuring that recruitment aligns with organizational needs. 

Recruitment:

• Develop an effective recruitment plan for the country office to guide the recruitment process and implementation. Manage talent-driven recruitment in a timely manner, ensuring compliance with organizational policies, local laws, and ethical standards.
• Develop, maintain, and adapt a workforce that supports high-quality program delivery, and staff retention and satisfaction.
• Liaise with HR to ensure the timely recruitment of highly qualified staff and staff orientation in adherence to CARE recruitment policies and procedures. 
• Improve the onboarding program towards a rich and comprehensive new hire experience.
• Respond quickly to newly developing recruitment needs towards expansion according to and in addition to the CARE Afghanistan HR department plan. 
• Maintain and manage the recruitment tracker to ensure accurate and timely updates on recruitment status.
• Provide regular updates to the Senior Management Team (SMT) and program leads on recruitment progress and challenges. 

Emergency Hiring Process Management:
• Coordinate emergency hiring processes for provincial and Kabul offices, ensuring that urgent staffing needs are met efficiently.
• Develop and implement strategies to quickly identify and onboard candidates for critical roles.
• Coordinate with the hiring unit to develop a specific emergency hiring plan to ensure support short term projects in Kabul and sub-offices. 
 

Recruitment Team Staff Supervision:

• Guide the HR recruitment staff to be effective in the implementation of CARE activities per the organization’s strategy in the recruitment process. 
• Supervise and guide the recruitment team who are involved in the recruitment process, ensuring best practices are followed. 
• Ensure recruitment team Professional Development Plans (PMPs) are collected for further follow-up/analysis to promote their professional growth and learning and to strengthen the capacity of the organization to carry out its mission. 
• Ensure that the CARE HR policy is being followed for all items of recruitment for the sub-offices to adhere to CARE global standards of recruitment. 
• Manage supervisee performance by developing strong yearly performance and development plans, conducting quarterly coaching sessions and year-end evaluations/appraisals, and submitting them to HR for recording/documentation. 
 

Coordination with Programs and Provincial Offices:

• Build strong and effective communication and coordination links between programs and support staff in Kabul and sub-offices. 
• In close coordination with Program Managers, program leads, and senior staff in provincial offices, ensure that programming staff receive adequate and timely support in recruitment and that processes are completed within CARE standard timeframes. 
• Ensure timely communication through reporting, good communication, and regular coordination meetings
• Support programs, support, and provincial offices in identifying staffing requirements and understanding the impact of staff turnover on program delivery.
• Facilitate discussions on recruitment priorities and talent management strategies. 
• Conduct Monthly meetings with the program leads to ensure develop the recruitment planning for the upcoming projects 
• Visit Regular CARE offices around the country to make sure HR tasks and hiring processes go smoothly.
• Liaise with government departments and NGOs (especially INGOs) working in the sub-offices to foster strong working relationships and ensure that CARE's HR strategies are effectively managed

Job Requirements:

Bachelor's degree in Human Resources, Business Administration, or a related field.
Proven track record of developing human resources policies and plans.
Strong organizer of one’s own work, setting the right priorities.
Behavioral values and skills: accountability, respect, sustainability, diversity & inclusion, cooperation, diplomatic, flexibility, creativity, innovative, result-oriented, negotiation
Excellent English or French writing and communication skills.
Good knowledge about the local context. 
 

• Minimum of 5 years of experience in recruitment and talent acquisition.
• Strong understanding of HR processes, recruitment best practices, and staff retention strategies.
• Excellent organizational, communication, and interpersonal skills.
• Ability to work independently and manage multiple priorities effectively
