The organization has been able to support more than 2.8 million Afghans, including 1.3 million children, through its various interventions in 2023.

Job Porpuse

The Protection and Education Associate Sectors Lead, working under the direct supervision of the Sector Lead, provides technical support and guidance to the WVA education and protection programming. This role involves primary responsibilities such as developing, implementing, monitoring, and evaluating protection and education programs across all WVA operation areas. The Associate Sectors Lead will ensure that programs in both the education and protection sectors adhere to the standards set by donors, align with WVA strategies, and comply with relevant government ministries. In addition, this position will assist the Sector Lead in overseeing and coordinating education and protection initiatives, ensuring that vulnerable children and communities have access to quality education and a safe environment. Responsibilities also include liaising with government entities, UN agencies, NGOs, clusters, and other stakeholders to promote integrated education and protection programming.  

 

Major Responsibilities 

Strategy Alignment & Program Development

 

  • Assist the Sector Lead in ensuring that WVA's Protection and Education Technical Approaches and Programs align with the National Office Strategy and Our Promise.
  • Ensure that protection and education considerations are integrated into all WVA Sector Strategies, technical approaches, and proposals.
  • Collaborate with the Program Development team to design new protection and education-specific projects, providing technical input for all new project proposals and concept notes.
  • Work alongside the PDQ team to engage with donors, positioning new program ideas and models based on evidence.
  • Facilitate the participation of women, men, girls, boys, adolescents, youth, and individuals with disabilities in the development and implementation of strategies addressing critical protection priorities, including conducting participatory assessments.
  • Collaborate closely with the Ministry of Education (MoE), the Ministry of Social Affairs (MoSA), CPAN, and other education and protection stakeholders at national and provincial levels to identify innovative approaches that enhance access to quality education for all children in primary and secondary schools, with a particular focus on girls

 

Technical Support and Guidance: 

  • Assist the Sector Lead in ensuring the overall technical quality of all WVA Protection and Education programming, both through direct efforts and by mentoring and coaching field-based projects.
  • Ensure that all programming and implementation adhere to WV’s standard technical approaches for each sub-sector, integrating donor, international, and country-specific guidance, minimum requirements, and global best practices.
  • Support the DM&E team in developing assessment, monitoring, and evaluation tools to measure Education, Protection, and Safeguarding issues, including providing technical support and building staff capacity on the use of protection tools (e.g., Safety Audits).
  • Review grant progress reports and M&E reports to ensure compliance with World Vision expectations and donor requirements.
  • Work closely with the Sector Lead to provide timely support for Education, Protection, and other sector-related research, case studies, learning reviews, and publications for World Vision Afghanistan, as well as for relevant regional and global initiatives.
  • Coordinate with M&E focal persons to conduct relevant research and impact assessments, recommending changes to enhance quality impact.
  • Assist the Sector Lead in developing, adapting, and contextualizing teaching and learning materials.
  • Provide guidance and support to the FRAMES and DAWAM consortiums and other projects with protection programming, ensuring that all partners implement protection interventions in alignment with industry standards and donor requirements.
  • Conduct periodic supportive supervision initiatives for the FRAMES and DAWAM consortiums to offer technical backstopping and monitoring.
  • In close coordination with the sectors lead, provide technical support to recruit protection and education-related and other technical staff (i.e., JD review based on existing standard JDs, technical short-listing, technical interviews, etc).
  • Develop and revise protection and education capacity building plans and share with P&C
  • Review, update, and, where necessary, develop contextualized training or other guidance material for protection and education field staff based on project needs and assessment findings.
  • Facilitate key Protection, Mainstreaming, and Child Protection training packages as recognized by cluster/sub-cluster

 

Advocacy, Networking and External Engagement 

  • Support the sectors lead to Provide ongoing, quarterly context analysis on national ministerial changes/humanitarian context and/or opportunities for policy influence, particularly on protection and education sectors, in coordination with technical coordinators
  • Plan and implement relevant Protection and Education advocacy initiatives at a national level with support from leadership   
  • Engage in regional and global coordination around the It takes a World Campaign 
  • Support the implementation, documentation, and reporting of initiatives relating to the takes a World Campaign with Regional office engagement 
  • Assist the sectors lead to Review, further develop and implement WVA’s education and protection advocacy strategy.
  • In close coordination with the sectors lead, analyse government’s education policies that may further or constrain efforts of increasing net primary education enrolment and develop strategies/actions to respond to them
  • Build relationship with the RO, SO and GC in areas related to protection and education
  • Showcase the good practices of WVA in protection and education programme to internal and external audience that promote the good work and reputation of WVA

 

Reporting planning, Monitoring and Evaluation:

  • Ensure that the monitoring tools for protection and education sectors are up-to-date, utilized effectively, and aligned with the standards set by the respective cluster working groups.
  • Collaborate with the MEAL team to document evidence, lessons learned, and good practices from protection and education programs on a quarterly basis.
  • Organize and coordinate monthly reflection and review meetings for protection and education projects with project managers, coordinators, and officers. Ensure that these meetings are hosted remotely on a rotational basis by the respective managers or coordinators.
  • Train the field teams in protection and education on documenting Significant Change Stories/Impact Stories, ensuring that each protection and education team in the provinces submits 1-2 impact stories quarterly.
  • Coordinate protection and education sector assessments and evaluations in collaboration with the MEAL and field teams.
  • Provide monthly updates to the humanitarian response clusters

Other

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.
  • To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan

 

Job Requirements:

Required Education, training, license, registration, and/or Certification

  • Master’s degree in early childhood care and development, international education, International Relations, Humanitarian Protection, Human Rights, Social Work; Master’s Degree is strongly preferred.
  • Certification or other similar demonstration of capacity to facilitate trainings and provide coaching and supervision to key Protection, Child Protection technical packages (i.e. Protection Mainstreaming Minimum Standards, Child Protection Minimum Standards, PSEA, Community Based Complaints and Reporting Mechanisms), Humanitarian advocacy/international humanitarian law 

 

Required Professional Experience

  • Minimum 6 years of experience in a technical position related to child education, early childhood development and protection in humanitarian settings, with a comprehensive experience in both child protection sector strongly preferred.
  • Proven experience in identifying Protection resource opportunities, engaging with donors and partners on Protection issues, designing high quality Protection/CP programmes and budgets.
  • Experience mentoring and coaching staff to improve education and protection technical quality, as well as mainstreaming in key sectors such as Food Security and Livelihoods, WASH, Health & Nutrition etc.
  • Prior experience on Education Can’t Wait (ECW) and EIE projects design and management.
  • Experience in donor related program design and proposal development, including grant acquisition with public and private donors such as USAID/BHA, ECHO, FCDO, Canadian DFATD, Australian DFAT, etc.
  • Good presentation and facilitation skills.
  • Curriculum and education materials development skills and experience.
  • Ability to work as a team player and coordinate activities across the provinces where WVA operates. 
  • Able to live and work within a fragile context and restricted environment, and to work effectively under pressure. 
  • Experience in leading or contributing to a protection and education focused advocacy campaign preferred.
  • Better Understanding and application of the Humanitarian –Development Nexus
  • Deep knowledge of international humanitarian and human rights frameworks; understanding of Afghanistan frameworks for human rights, children’s rights
  • Creative, interested to refine, create, test and produce protection, child protection, and child rights methodologies, approaches, training and materials informed by international guidelines and best practices.
  • Collaboration and teamwork – excellent in collaborating with external partners (UN, NGO, local actors, other); Interested to actively participate in technical working groups, and keen to learn from other agencies to refine approaches and high technical standards.
  • Understanding of the humanitarian architectures, clusters’ approach and humanitarian funding cycle is essential. 
  • Team leadership & People Management – Motivated, enthusiastic leader interested to engage all staff on protection, child protection or Safeguarding issues, and to support the professional development of national staff. 

 

Required Language(s)

Fluency in English, Dari and/or Pashto, both written and spoken

 

Required travel and/or work environment accommodations

  • This position is based in Herat National Office with travel to WV’s operational areas across the country.
  • At least 60% of his/her time will spend in the field

 

Preferred Experience,  Knowledge and/or other Qualifications

  • Experience in design, implementing and managing of FSL, NRM projects in Afghanistan particularly Western, and Northern Afghanistan
  • Ability to draft good quality reports in English
