Position Overview

The Chief Civil Engineer is a pivotal position responsible for overseeing and managing all civil engineering aspects of the oilfield production infrastructure. This role involves planning, designing, supervising, and maintaining the civil infrastructure and facilities required for the efficient and safe operation of oil production activities. The Chief Civil Engineer will collaborate closely with cross-functional teams, including drilling, production, maintenance, and HSE (Health, Safety, and Environment) departments, to ensure that all civil engineering projects are executed in compliance with local regulations, industry standards, and company policies. The ideal candidate will have extensive experience in civil engineering within the oil and gas sector, with expertise in designing and managing projects related to site development, foundation construction, roads, and structural analysis of production facilities.

Key Responsibilities

Civil Engineering Design & Planning

  • Lead the design, development, and implementation of civil engineering projects related to oilfield production facilities, including well sites, access roads, pipelines, storage tanks, foundations, drainage systems, and other infrastructure.
  • Perform detailed civil engineering calculations, structural analyses, and geotechnical assessments to ensure the integrity and safety of all civil structures and facilities.
  • Prepare engineering drawings, specifications, and construction plans in compliance with regulatory standards and company requirements.
  • Collaborate with geological and geotechnical teams to assess soil conditions, topography, and site suitability for various infrastructure projects.
  • Develop cost estimates, project schedules, and resource plans for civil engineering projects. Prepare and present project proposals to senior management for approval.

Project Management & Supervision

  • Oversee the execution of civil engineering projects, ensuring that all construction activities are performed according to design specifications, project plans, and quality standards.
  • Manage civil engineering contractors, consultants, and construction teams to ensure timely and cost-effective project delivery. Monitor contractor performance and ensure compliance with safety and environmental regulations.
  • Conduct site visits and inspections to assess construction progress, identify potential issues, and implement corrective actions as needed.
  • Coordinate with other engineering disciplines (e.g., mechanical, electrical, instrumentation) to integrate civil engineering designs with other project components.
  • Ensure that all civil works are completed with minimal disruption to oil production operations and in accordance with HSE standards.

Structural Analysis & Stability Assessment

  • Perform structural analyses to evaluate the strength, stability, and durability of foundations, platforms, retaining walls, and other civil structures supporting oilfield production activities.
  • Identify and mitigate structural risks, such as settlement, soil erosion, or load-bearing capacity issues, to ensure the long-term stability and safety of civil infrastructure.
  • Conduct regular inspections and assessments of existing civil structures to identify wear, damage, or potential failure points. Develop maintenance and repair plans as necessary.
  • Analyze the impact of environmental factors (e.g., weather, seismic activity, subsidence) on civil infrastructure and implement design modifications or reinforcement strategies as needed.

Quality Assurance & Compliance

  • Ensure that all civil engineering projects comply with applicable local and international standards, regulations, and codes (e.g., ASTM, ACI, ASCE).
  • Review and approve civil engineering designs, drawings, and specifications submitted by contractors and consultants to ensure technical accuracy and compliance.
  • Implement quality assurance (QA) and quality control (QC) procedures for civil engineering projects, including material testing, soil sampling, and structural testing.
  • Maintain comprehensive project documentation, including design records, construction reports, inspection logs, and compliance certificates.

Risk Assessment & Safety Management

  • Conduct risk assessments for civil engineering activities and develop risk mitigation strategies to address potential hazards, such as equipment failures, structural instability, or construction accidents.
  • Develop and implement safety plans for civil engineering projects, including emergency response procedures, hazard identification, and safety training for construction personnel.
  • Work closely with the HSE department to ensure that all civil engineering activities are conducted in accordance with company safety policies and environmental protection standards.

Team Leadership & Collaboration

  • Lead a team of civil engineers, designers, and technical staff, providing guidance, mentorship, and performance evaluations. Foster a culture of teamwork, professionalism, and continuous improvement.
  • Collaborate with site management, operations, and maintenance teams to address civil engineering issues, optimize facility layouts, and support production activities.
  • Serve as the primary point of contact for all civil engineering-related matters. Provide technical advice and support to other departments and senior management as needed.
  • Participate in multi-disciplinary project teams and contribute to the development of engineering solutions that enhance oilfield production efficiency and safety.

Job Requirements:

Qualifications

  • Educational Background: Bachelor’s degree in Civil Engineering, Structural Engineering, or a related field. A Master’s degree or advanced technical certification is preferred.
  • Experience: Minimum of 10-15 years of experience in civil engineering, with at least 7 years in the oil and gas industry. Experience in upstream production facilities and remote site development is highly desirable.
  • Technical Expertise: Proficiency in civil and structural engineering principles, design codes, and standards. Strong knowledge of geotechnical engineering, foundation design, structural analysis, and construction management.
  • Certifications: Professional Engineer (PE) or Chartered Engineer (CEng) certification is preferred.
  • Language Proficiency: Proficiency in English is required; knowledge of local languages is an advantage.
  • Computer Skills: Proficient in engineering design software such as AutoCAD, Civil 3D, STAAD.Pro, and other relevant tools.
