Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

Since 2003 AKHS, A is implementing Healthcare services in Bamyan, Baghlan and Badakhshan provinces. The agency’s scope of work includes the provision of primary and secondary Healthcare, Preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. The current working modality and role of AKHS, A in Bamyan and Badakhshan provinces as BPHS and EPHS implementer. AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwifery.

AKHS, A tapped into internal and other donor fundings to continue supplementary and complementary supports to the national health system. Moreover, AKHS, A scale up AKDN innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote a healthy environment, AKHS, A is implementing net zero and greenhouse gas emission.

Job Descriptions:

MAIN RESPONSIBILITIES AND TASKS:

  • Monthly data closing of the financial data within deadline.
  • Ensure timely and quality reports to donors, provincial governmental bodies, and central office.
  • Ensure overall management of the finance department (Accounts, Treasury, Reporting and Compliance)
  • Prepare, process, and manage the organizational and donor-wise budgets.
  • Review the processes and provide reports and corrective suggestions time to time to local management and central office.
  • Preparation of Monthly Information System reports
  • Preparation of monthly Funding Request
  • Operate and manage the organizational Financial System
  • Ensure that all vouchers are archived as per organizational policy – Soft and Hard copies.
  • Ensure the capacity building of the subordinates based on the timelines and details agreed with central office Finance department.
  • Periodic Internal Control System assessment with written reports to the local and central management
  • Any other deemed necessary by the local and central management

MAIN ACCOUNTABILITIES

  • Ensure a corruption free and compliant to policies and procedures of the organization in all departments.
  • Ensure the treasury management of different donors and project separately.
  • Ensure that all procurement processes are as per the organizational policies and procedures with all required documentations.

Any or all other departmental accountabilities not listed above but part of the position.

 

Job Requirements:

Education: bachelor’s degree in finance or economics or equivalent in finance certified by the relevant higher education authority in Afghanistan or other countries.

  • Work Experience: Bachelor’s Degree in Finance or Economics or equivalent in finance certified by the relevant higher education authority in Afghanistan or other countries and at and at least 10 years’ full-time experience in accounting and finance.
  • Training in Financial reporting and training in software (e.g. QuickBook)
  • Advanced proficiency in Excel is critical Knowledge of audit processes and outcomes is vital.            

Should have a mix of autocratic and democratic style of management honesty, accountability and modesty Young and energetic, Willingness to learn, contribution oriented person not an attendance oriented person, willingness to stay let and work on weekends to meet the deadline.
