About USAID Afghanistan Agriculture Program:

DAI Global, LLC (DAI) is implementing a new USAID-funded agriculture program which aims to reinvigorate agricultural livelihoods and catalyze private sector engagement to address food insecurity, income gaps, target populations’ empowerment, and communities’ resilience to climate change. The activity actively facilitates implementation with and through local systems actors (such as anchor firms, business development and advisory service (BDAS) providers, education and financial institutions, and local communities). This approach centers a competitive, performance-based Partnership Facility (PF) to design interventions that: incorporate local Afghan knowledge, engage target populations, and leverage resources to ensure local ownership and sustainability. Utilizing performance-based grants, DAI will partner with stakeholders to achieve the below three objectives. 

Using a private sector-led, market systems development (MSD) approach, the activity is aimed at driving local system actor behavior change. In doing so, the activity endeavors to meaningfully improve Afghan lives and agriculture sector performance through the following objectives:   

Objective 1: Food Security Improved Through Increased and Inclusive Resilience, Productivity, Diversification, and Stability of Agricultural Value Chains  

Objective 2: Enhanced Communities’ Resilience to Climate Change-Induced Shocks, Specifically Water Stress 

             Objective 3: Target Population Economic Empowerment Strengthened 

Job Descriptions:

The Human Resources Manager will work closely with the DCOP-Operations and supports the project team in all activities related to Human Resources according to DAI’s policies and procedures and USAID requirements. She/he supports DAI recruitment and staffing, and the onboarding process. Furthermore, the HR Manager maintains employee records and ensures all personnel files are complete and up to date. She/he provides guidance and support to employees on HR-related matters, including benefits, leave management, and performance evaluations.

 

Scope of Work

The duties of the position include but are not limited to the following:

  • Identify qualified candidates, invite, and encourage prospective candidates for employment. Screen candidate in collaboration with the hiring unit, short-list the ideal candidates; participate in interview, and make hiring recommendations; inform short-listed candidates for test/interviews and the final result; notify applicants of results of selection process and prepare job offers;  check references and suitability of applicants before making the offer; discuss recruitment policies with superiors to ensure effectiveness of selection techniques and recruitment programs; ensure transparent and bias free recruitment process.
  • Ensure recruitment is compliant with the DAI policies and procedures as well as USAID requirements and Afghan local labor laws.
  • Plan and deliver training sessions with regards to human resources, including travel to regional offices for training if necessary.
  • Establish calendar and process for completing annual and probationary employee performance evaluations.
  • Train supervisors charged with conducting evaluations of staff members in their units and monitor compliance with the process.
  • Assist in updating personnel and policy manual, review and/or advice on policy change, dissemination, and implementation of new policies from HO or management.
  • Ensure all documentation is provided to departing staff including exit orientation, return of all project properties to relevant departments; assist in drafting termination letters (when needed) and orient departing employees on benefits they are entitled to.
  • Enter HR data into Technical & Administrative Information System (TAMIS) and generate required reports.
  • Ensure accurate recording of office personnel and pay records, including, but not limited to, leave taken and available, and advise the DCOP - Operations of the status of such issues on a monthly basis.
  • Supervise/Manage maintenance of all staff timesheets, prepare monthly timesheet report to finance including leaves taken, changes in status, increases or transfers for the payroll.
  • Establish and maintain system for personnel files.
  • Establish and maintain a complete set of Organizational Charts, update and distribute them regularly to key staff within the project.
  • Organize team building activities with the staff to promote teamwork, as well as other types of activities that promote a cordial and results-oriented work environment.
  • Manage all closeout related duties for Human Resources throughout final project closedown.
  • Ensure safeguarding of staff and a strict zero tolerance policy towards corruption and unethical behavior. 
  • Other duties as assigned by the Deputy Chief of Party – Operations.

Job Requirements:

  • An advanced degree in finance, human resources management, business administration, public administration, economics, or other relevant field is required or bachelor’s degree plus 5 years of relevant experience and a master’s degree plus 3 years of relevant experience is required.
  • Five years of experience working on donor-funded projects in a related role with supervisory experience is preferred.
  • Strong knowledge of Afghan Labor Law and/or Legal Regulations on labor.
  • Demonstrated knowledge of internal controls and audit processes (e.g., recruitment, operations, performance management) is preferred.
  • Willingness to travel to DAI Afghanistan field offices on DAI business. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
  • Proficiency in speaking and writing Dari or Pashto is required.
  • Fluent English is required, including demonstrated report writing skills in English.
  • Proficiency in using Microsoft Suite (Outlook, Excel, PowerPoint, and MS Word) computer software.
  • Strong conflict management and problem-solving skills, and the ability to work under pressure.
