About Afghanistan Institute for Civil Society (AICS):

Civil society has long been a key factor in addressing a full range of issues in the social, cultural, religious, humanitarian, and political life of Afghanistan. With the focus on the transition to Afghan leadership, civil society, particularly local and national non-governmental organizations (NGOs), have the potential to play an important and complementary role in Afghanistan in the delivery of the government’s priority programs, in supporting improved governance, in connecting the wider Afghan population to the state, and in advocating for the vulnerable and excluded.

NGOs in Afghanistan face challenges, including financial and capacity gaps and a public trust deficit, in their endeavors to play such a role effectively. The government, the international community, and civil society have been considering methods by which to support NGOs to address these challenges and realize their potential, dating back to discussions at the Conference on Enabling Environment for Effective Private Sector Contribution to Development in Afghanistan in June 2007. One of the outcomes of these considerations was the formation of a working group, with representation from international and national NGOs, key national NGO networks, and civil society professionals, to establish an organization that will enable NGOs to address these challenges.

The Afghanistan Institute for Civil Society (AICS) objectives are:

  1. To raise the credibility of the civil society sector by certifying local NGOs using locally defined and internationally recognized standards.
  2. To systemize capacity-building efforts by coordinating initiatives using measurable performance indicators.
  3. To strengthen the role of civil society in Afghanistan’s development through policy dialogue and active engagement with the government, donors, and the broader development sector.
  4. To provide a channel for resources for civil society by strengthening philanthropic and corporate social responsibility efforts.

Job Descriptions:

  • Leads the development of HR reports and any other reports relevant to this position’s objectives, which includes coordinating the collection and sharing of HR information with the AICS Executive Director consistently.
  • Leads efforts to solve day-to-day staff & HR issues, and provides advice & recommendations to the AICS Executive Director on all HR matters.
  • Leads the development, maintenance, and improvement of HR policies, procedures, and SOPs.
  • Monitors, reviews, and leads the implementation of HR administration processes; including disciplinary processes, contracts, status changes, staff exit clearances, employee ID assignments, and ID card production.
  • Monitors, reviews, and supports the implementation of performance management activities.
  • Monitors and leads national staff’s recruitment & hiring processes, and ensures that proper support is delivered to HR aspects of AICS.
  • Monitors changes in employee status & internal/external policies, procedures, & regulations which are relevant to HR, and apply proper follow-up and action; e.g. preparing the proper documents, and providing timely information/notifications.
  • Develops/maintains coordination with relevant government, service providers, stakeholders, and institutions,
  • Ensures maintaining consistency in the implementation of HR policies, procedures, and practices relevant to this position’s responsibilities and duties.
  • Assists in the development of proper job descriptions, performance objectives, and staff development plans for AICS Staff.
  • Ensures assigning appropriate grades & titles to positions and maintains consistency of grades & titles as per the approved budget plan and organization organogram.
  • Supervises & builds the capacity of its direct supervisees
  • Develop and timely submission of monthly staff time sheets and payrolls in coordination with the finance unit for salary payments
  • Perform any other duty assigned by the supervisor

Job Requirements:

  • At least 5 - 6 years of work experience in the field of HR with national and international organizations (NGOs,/INGOs)
  • Good Understanding of USAID, UN, World Bank, INGOs, and other donors’ human resource compliance, rules, and regulation
  • Be able to work under pressure with a tight deadline
  • Be flexible in travel within and outside the country for handling the HR matters of the organization when needed.
  • Bachelor’s degree in Business Administration (HRM) or Economics. A Master’s degree would be highly preferable in the same field.
  • Experience and knowledge of working with government agencies (MoEc, MOI, MOL, MoFA, etc) for submission, of reports, getting a work permit, project registration, etc.
  • Excellent oral and written communication skills in English and Pashto/Dari
  • Must be capable of working both individually and as part of a team to undertake tasks in a fast-paced environment.
  • Proven track records of professional HRM training, certificates will be adding an advantage
  • Strong computer spreadsheet/word processing skills
