About USAID Afghanistan Agriculture Program:

DAI Global, LLC (DAI) is implementing a new USAID-funded agriculture program which aims to reinvigorate agricultural livelihoods and catalyze private sector engagement to address food insecurity, income gaps, target populations’ empowerment, and communities’ resilience to climate change. The activity actively facilitates implementation with and through local systems actors (such as anchor firms, business development and advisory service (BDAS) providers, education and financial institutions, and local communities). This approach centers a competitive, performance-based Partnership Facility (PF) to design interventions that: incorporate local Afghan knowledge, engage target populations, and leverage resources to ensure local ownership and sustainability. Utilizing performance-based grants, DAI will partner with stakeholders to achieve the below three objectives. 

Using a private sector-led, market systems development (MSD) approach, the activity is aimed at driving local system actor behavior change. In doing so, the activity endeavors to meaningfully improve Afghan lives and agriculture sector performance through the following objectives:   

Objective 1: Food Security Improved Through Increased and Inclusive Resilience, Productivity, Diversification, and Stability of Agricultural Value Chains  

Objective 2: Enhanced Communities’ Resilience to Climate Change-Induced Shocks, Specifically Water Stress 

             Objective 3: Target Population Economic Empowerment Strengthened

Job Descriptions:

The Information Technology Manager is responsible to Lead/support tasks related to information technology. Services, infrastructure, networks, and systems. He/she will lead the system installations, maintenance support, and technical consultations to clients. He/she supports the establishment of the Activity’s-customized IT applications/platforms, instigates information and communications technology (ICT) system adjustments or upgrades for workflow efficiencies and ensures timely resolution of IT issues. He/she is responsible for ensuring that standards set by the DAI home office are followed and project solutions are the most efficient and cost effective. Responsibilities also include assisting in the setup, maintenance and troubleshooting of the LANs (Local Area Networks) at the various project offices.  Responsible for the setup, maintenance and troubleshooting of client computers and peripherals such as printers and scanners. He/she will ensure that proper back up, anti-virus and disaster recovery procedures are identified and followed and that end users have access to shared files, printers and to email. The IT Manager will also assist with IT assessments in support of IT-related activities, including providing input to the DAI home office on IRM requirements.

 

Scope of Work

The duties of the position include but are not limited to the following:

  • Act as primary point of contact for managing and maintaining the IT systems and equipment’s (Windows Servers, Meraki Firewall’s, Cisco Switches, IDS and IPS systems, Desktop Central, SOPHOS, DAI IT Support ticketing system).
  • Responsible for managing and maintaining all Project’s Ms. Teams and Microsoft accounts, overseeing the Office 365 server and accounts.
  • Oversee local network maintenance and installation of (cabling, switch and NIC configuration TCP/IP, NAT, TCP/IP printing, windows network, and domain services on TCP/IP.
  • Manage WAN connectivity and maintenance (Internet connection and services, Leased line, Wireless and VSAT setup, configuration, and maintenance).
  • Responsible for Server and server applications maintenance including Hardware integration, Windows 2016 server maintenance, LAN and WAN connectivity, Lotus Domino, and messaging system.
  • Oversee SOPHOS Antivirus Centralized Protection maintenance system.
  • Manage Client computer hardware and application installations, configuration and maintenance of (Laptops, Desktops, MS Windows XP, MS Office Suite, Lotus Notes and other mail clients) following documented OIMT established procedures. 
  • Provide assistance to OIMT and project in procurement of IT related equipment with regards to DAI standards and procedures.
  • Manage local and regional IT support staff and provide support with installation of servers, desktops, laptops, applications and ensuring compliance with DAI procedures.
  • Participate in IT related activities assessments, including working with the DAI home office on completing IRM requirements.
  • Check systems to optimize performance and to initiate recovery action after system failures.
  • Make suggestions for network hardware and software system improvement.
  • Manage IT inventory in coordination with logistics team.
  • Other duties as assigned by the DCOP – Operations.

Job Requirements:

  • An advanced degree in information technology, ICT, computer science, networking or other relevant field is required or bachelor’s degree plus 5 years of relevant experience, master’s degree plus 3 years of relevant experience, and a PHD degree plus 1 year of relevant experience is required.
  • Five years of experience working on donor-funded projects in a related role with supervisory experience is preferred.
  • Experience leading and managing the IT management aspects of USAID projects, including a demonstrated understanding of applicable IT-related DAI/USG contracting regulations.
  • Good knowledge of Windows Server & Windows Client operating systems.
  • Knowledge of Windows network services; AD, DNS, DHCP, Print and file sharing.
  • Experience with Outlook, Lotus Notes Client Administration, and replication within a WAN.
  • Knowledge of server backup and restoring services.
  • Understanding physical and logical LAN and WAN infrastructure principles, communications and VPN services.
  • Proficiency in using Microsoft Suite (Outlook, Excel, PowerPoint, and MS Word) computer software.
  • Proficiency in speaking and writing Dari or Pashto is required.
  • Fluent English is required, including demonstrated report writing skills in English.
