About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Mission 1: Deal with purchase

Activities: the purchaser is responsible for

  • Research and source products, materials, and services to meet organizational needs.
  • Analyze market trends, costs, and quality of goods to make informed purchasing decisions.
  • Generate purchase orders and manage the procurement process from requisition to delivery.
  • Follow up all payments
  • Receive all materials from suppliers and hand over to stock keeper
  • Distribution of quotation for all procurement
  • Request and clear the petty cash and other advances
  • Prepare the necessary documents suppliers purchase order (SPO)
  • Purchase the articles that have been ordered and respect the logistics procedures of AAH
  • Keep requesters informed on the advancement of their orders
  • Organize and follow the deliveries
  • Collaborate with other department to define specifications and quality standards for purchased items.
  • Conduct inspections and evaluations of received goods to ensure compliance with quality standards.
  • Analyzing pricing proposals and negotiate with suppliers to obtain the best value for the organization.

 

Mission 2: Manage suppliers relationship

Activities: The purchaser responsible for

  • Identify and evaluate potential suppliers and vendors.
  • Negotiate terms and conditions with suppliers to secure advantageous agreements.
  • Establish and maintain strong relationships with vendors to ensure timely and cost-effective procurement.
  • Collect the specific quotations according to instruction from (Supply Manager) when needed
  • To closely work with Store Keeper for vehicle spare parts and other items stock in and out
  • Participate in stock inventory checking

 

Mission 3: Compliance and  documents:

Activities:

  • Closing the SPO and P-list before payment and uploading the scan copy of document in link
  • Ensure compliance with relevant laws, regulations, and company policies.
  • Maintain thorough and organized procurement documentation, including contracts, purchase orders, and vendor agreements

 

Mission 4: Assist the supply manager and (DHoD) of Department

Activities:

  • Perform any other tasks given by Supply manager
  • Support the logisticians in their action plan: help them to follow up their activities and to report the progress to the Supply Manager Replace logistics staffs when needed (Purchaser, Store Keeper)

Job Requirements:

SKILLS & EXPERIENCES REQUIRED FOR THE JOB

Education (if relevant) and experiences expected

  • Bachelor degree in Business Administration, Economics from recognized University
  • Minimum 2 years proven experiences in the same/similar level with organizations preferably with international NGOs.

 

Technical skills

  • Excellent knowledge and experience of modern logistics frame work
  • Excellent in networking
  • Excellent knowledge in reporting skills, updating logistic related tools
  • Ability to work well within a multi-cultural staff in multiple and remote locations

 

Transverse skills

  • High flexibility in deployment on the selected area
  • Must be proactive and show initiatives
  • Professionalism
  • Team work

 

Management skills

  • Good organization, planning and reporting skills are necessary
  • Ability to manage staff & working environment according to local culture
