The Norwegian Afghanistan Committee (NAC) is a member-based solidarity organization that has been working in support and solidarity with the Afghan people for more than 35 years. The Norwegian Afghanistan Committee (NAC) has a zero tolerance of sexual exploitation, abuse, and harassment (SEAH) both within the organization and of beneficiaries. Prevention of and protection from sexual exploitation, abuse, and harassment (PSEAH) is the individual and collective responsibility of all NAC officers, management, staff, consultants, and volunteers, who are all required to familiarize themselves with, agree to, and act in accordance with NAC’s Ethical Guidelines and Commitment, NAC Child Protection Policy, and NAC PSEAH Policy, at all times – both during and outside working hours – and participate actively in introductory and refresher trainings. Position Overview
The Roaming Emergency Project Coordinator will support the planning, implementation, and monitoring of humanitarian and emergency projects across various provinces. While the duty station is based in Kabul Country Office, the Roaming Emergency Project Coordinator will frequently travel to project locations, including Badakhshan, Takhar, Faryab, Parwan, Panjshir, Kapisa, Ghazni, Paktika, Paktia, and Khost as per project needs and requirements to work directly with teams, partners, and stakeholders, ensuring effective project delivery within scope, budget, and schedule.
Key Responsibilities
1. Project Planning and Management
Develop detailed project plans, work breakdown structures, schedules, and budgets in collaboration with project team members and stakeholders.
Coordinate project activities, resources, and tasks to ensure timely and efficient implementation.
Monitor project progress, identify risks and issues, and take corrective actions as necessary to mitigate project delays or deviations from the plan.
2. Stakeholder Engagement
Establish and maintain effective communication and collaboration with project stakeholders, including government agencies, partners, and beneficiaries.
Coordinate stakeholder meetings, workshops, and consultations to gather feedback and address concerns
3. Resource Management
Manage project budgets, expenditures, and financial reporting in accordance with donor requirements and organizational policies.
Take part in procurement of goods and services necessary for project implementation, ensuring compliance with procurement procedures and regulations
4. Monitoring and Evaluation
Conduct regular monitoring visits, data collection, and assessments to assess project effectiveness and identify lessons learned for future improvements
Provide timely feedback on project teams and adjust project strategies as necessary.
5. Reporting and Documentation
Prepare and submit timely and accurate project reports, including project progress reports, daily, weekly and monthly reports, as required by project
Maintain comprehensive project documentation, including project plans, correspondence and project handover documents and make sure they are well-organized and accessible.
6. Capacity Building and Training
Identify capacity building needs among project staff and partners and develop training plans and materials to address these needs.
Facilitate training sessions, workshops, and knowledge sharing activities to enhance the skills and knowledge of project personnel.
The Roaming Emergency Project Coordinator will have the same authority and responsibilities as a Project Coordinator, with the flexibility to support multiple projects and teams across different locations based on NAC’s priorities and needs.
8. Reporting
The Roaming Emergency Project Coordinator will report directly to the Head of Humanitarian Programs and Emergency Program Coordinator, providing regular updates on project activities, progress, and challenges.
Travel and Flexibility Requirements
The Roaming Emergency Project Coordinator will be based at the Kabul Country Office but will be required to travel frequently to target provinces (including Badakhshan, Takhar, Faryab, Parwan, Panjshir, Kapisa, Ghazni, Paktika, Paktia, and Khost) depending on project needs and priorities. The role demands flexibility, cultural sensitivity, and an understanding of the unique operational contexts of each province.

Fluent in English both written and verbal, and local language (s)
Qualifications Required:
Bachelor’s or master’s degree in project management, development studies, agriculture or related field.
At least 3 years of experience in project coordination, management, or implementation, preferably in the humanitarian sector.
Strong understanding of project management methodologies, tools, and techniques.
Excellent communication, interpersonal, and leadership skills.
Ability to work effectively in multicultural and multidisciplinary teams.
Proficiency in Microsoft Office suite.
Fluency in English (spoken and written) is highly preferred.
