About War Child:

War Child’s flagship Afghanistan program advances social impact in the lives of vulnerable children, women, and their families through its Justice, Education, Health, and Livelihood (Opportunity) program with child protection and gender across its entire program. The country program is undergoing an exciting expansion with newly secured long-term funding for programs in eight provinces Kabul, Nangarhar, Balkh, and Samangan Provinces.

Job Descriptions:

Position Summary:

The central role of the position holder is to regular monitoring of the WC provincial activities. He/she will support project staff in data collection of provincial level and provide data on time to WC PQAL Unit Kabul office.  This will include thorough reporting of regular field monitoring visits to the project sites and provide information and distribute the CRM poster within the community level.

Responsibilities:

Monitoring Evaluation Accountability and Learning:

Routine Monitoring, Assessments and Reporting:

  • Support in conducting baseline studies mainly on methodologies, tools, and sampling strategies at a provincial level.
  • Provide technical support in developing monitoring tools or data collection tools for justice, education, and opportunity themes.
  • Provide technical support to develop monitoring tools, Kobo forms and datasets.
  • Provide qualitative and quantitative data for new proposals or new initiatives as per the need.
  • Conduct field monitoring visits from the project sites on a regular basis
  • Collect qualitative and quantitative data as per the developed dataset through digital platforms.

Accountability and Program Quality:

  • Ensure that WC staff at Country and provincial levels have a clear understanding on program accountability to children and communities through training, mentoring, and coaching.
  • Ensure that an effective feedback mechanism is in place and functioning at the program implementation levels.
  • Ensure that periodic PQAL reports are shared and debriefed at different levels; action plans for addressing the quality gaps or any shortfalls are developed and followed up.
  • Share the experiences on MEAL to WC and bring new experiences and innovative ideas for improving the accountability system in country office program.
  • Make sure to lead on youth participation in conducting baseline studies, mid-line, end-line, and on-going monitoring to build up their capacity and confidence.

Evaluations and Learning:

  • Facilitate the outcome assessment in line with War Child PQAL minimum standards.
  • Support the program team to collect beneficiary stories, review and share with PQAL manager.
  • Provide support to PQAL manager in conducting lessons learned workshop.

Job Requirements:

Qualification:

Academic Background and Knowledge

  • Bachelor’s degree in business administration, social science, or relevant fields.
  • At least 3 – 6 years of working experience with INGOs in monitoring, evaluation, and child protection.
  • Proficiency in data analysis through SPSS and creating dashboards using Power Bi.

Skills:

  • Fluency in written and verbal English with strong analytical and critical thinking skills. 
  • Excellent Dari and Pashto language skills.
  • Good Communication and interpersonal skills
  • Good knowledge of community development especially working with women and children.
