About Organization for Management, Initiatives and Development (OMID):

Organization for Management, Initiatives and Development (OMID) has been established by the initiatives of a group of Afghan multi-disciplinary experts and scholars in 2007 as an independent, non-governmental, non-profitable and non-political national organization, which aims to broadly benefit and serve for needy people throughout the country.

The key principles behind the OMID is to seek resources for assisting needy and vulnerable people and develop the capacity of government in duly delivery the respective services, as well as to strengthen the technical skills of local communities through implementation of multi-sectorial effective and sustainable projects to reduce poverty, promote self-sufficiency, social justice and peace stability within the war-scattered country.

Job Descriptions:

The Female Gender Officer will be responsible for developing and implementing strategies to promote gender equality and safeguard against sexual exploitation, abuse, and harassment across all programs. She will provide guidance and training to staff and project beneficiaries on gender-sensitive approaches, with a specific focus on PSEAH compliance. The officer will also ensure that gender considerations are integrated into organizational policies, project designs, and day-to-day operations.

Job Requirements:

  1. Key Responsibilities

The Female Gender Officer will undertake the following responsibilities:

a. Gender Strategy and Mainstreaming

  • Develop/update and implement the organization’s gender strategy, ensuring alignment with international standards and local gender contexts.
  • Collaborate with project teams to mainstream gender equality into program design, implementation, and monitoring.
  • Ensure that gender-sensitive approaches are embedded in all organizational policies, processes, and projects.
  • Represent the organization in internal and external meetings, ensuring that gender issues are highlighted and addressed.

b. PSEAH (Prevention of Sexual Exploitation, Abuse, and Harassment) Training and Compliance

  • Develop and deliver comprehensive PSEAH training to staff, field officers, and project beneficiaries, ensuring understanding of policies and procedures.
  • Conduct regular refresher training and awareness-raising sessions on PSEAH for new and existing staff members.
  • Lead the development and dissemination of PSEAH guidelines and ensure compliance across all operations.
  • Act as a focal point for PSEAH issues, providing advice and support on reporting mechanisms and incident management.
  • Support the development of safe and confidential reporting mechanisms for beneficiaries and staff to raise concerns related to PSEAH.

c. Gender-Sensitive Program Implementation

  • Support project teams in conducting gender analyses to inform program design, ensuring that women and girls are included in all aspects of the project.
  • Oversee the integration of gender-specific indicators into project monitoring and evaluation frameworks.
  • Ensure gender-sensitive budgeting by guiding project teams on resource allocation to address the specific needs of women and vulnerable groups.
  • Identify and mitigate risks related to gender inequalities and exploitation in program activities.

d. Gender Advocacy and Capacity Building

  • Build the capacity of staff, partners, and community stakeholders on gender.
  • Support advocacy efforts to promote gender-sensitive policies at the organizational.

e. Representation and Coordination

  • Represent the organization in gender-focused working groups, networks, and forums, promoting best practices in gender equality and PSEAH compliance.
  • Liaise with donors, civil society organizations, and other stakeholders to strengthen partnerships for gender equality and PSEAH initiatives.
  • Actively participate in internal strategic meetings to ensure gender considerations are part of organizational decision-making.

f. Reporting and Documentation

  • Prepare regular reports on gender activities, including progress on PSEAH compliance, training outcomes, and gender-sensitive program implementation.
  • Maintain accurate documentation on gender-related issues, including case studies, success stories, and feedback from project beneficiaries.
  • Contribute to donor reports, ensuring that gender-related outcomes and achievements are well-documented.
  1. Qualifications and Experience
  • A bachelor’s degree in Gender Studies, Social Work, Human Rights, Development Studies, or related fields.
  • Minimum of 3 years of experience working on gender-related issues, particularly in development or humanitarian contexts.
  • Proven experience in leading PSEAH initiatives, including conducting training and developing safeguarding mechanisms.
  • Strong understanding of gender equality principles and the challenges faced by women and marginalized groups in the context of development programs.
  • Experience in mainstreaming gender into program design, implementation, and M&E.
  • Strong facilitation and training skills, with a track record of delivering gender-sensitive and PSEAH-related trainings.
  • Proficiency in English language and strong written and verbal communication skills.
  1. Skills and Competencies
  • Gender and PSEAH Expertise: In-depth knowledge of gender equality, and safeguarding against sexual exploitation, abuse, and harassment.
  • Training and Facilitation: Proven ability to develop and deliver engaging and impactful training sessions on PSEAH and gender-related topics.
  • Reporting and Documentation: Strong skills in report writing and documentation, particularly in relation to gender-sensitive projects and PSEAH compliance.
  • Cultural Sensitivity: Ability to work in culturally diverse environments, respecting local customs while promoting gender equality and safeguarding.
  • Team Collaboration: Strong interpersonal skills and the ability to work collaboratively with project teams, partners, and external stakeholders.
  1. Reporting and Supervision

The Female Gender Officer will report directly to the Program Manager or Managing Director and will collaborate with all department heads and project managers to ensure gender and PSEAH standards are met across the organization.

  1. Deliverables
  • A comprehensive gender strategy and action plan for the organization.
  • Regular PSEAH training sessions and workshops for staff and beneficiaries.
  • Monthly and quarterly reports on gender-related activities and PSEAH compliance.
  • Documentation of case studies, success stories, and feedback from staff and beneficiaries.
  • Contribution to donor reports on gender-sensitive outcomes and PSEAH activities.
