The IRC opened the country program in Afghanistan in 1988. The IRC works in 10 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 1000 staff.

Job Descriptions:

  • Ensure timely and quality humanitarian response. She will assess the implementation speed and quality and bring any issues related to implementation to ERC and actively develop mitigation measures.
  • She will keep a track of low performing projects and bring them to the attention to ERC. If projects are continuous low performing (activity completion, burn rate, quality issues) she will take the leadership to bring in Senior Managers such as DDP, ERC and Field Coordinators discuss and agree on way forward.   
  • She will coordinate with MEAL, SC, Finance and Security team to ensure field implementation team are provided with the adequate support.
  • Assist the Emergency Response Coordinator in developing the humanitarian program strategy, a key program pillar of the overall Country Strategy.
  • Contribute to formulating program implementation framework based on the IRC humanitarian program guidelines.
  • To provide active leadership within the Afghanistan country program and support the ERC to promote and support all aspects of preparedness planning and action
  • Support ERC in the capacity assessment of local and national civil society organization for potential partnership and sub-contracting relating to a specific project
  • To support ERC to manage program funds as allocated in the awarded grants to ensure the attainment of all objectives within the authorized budgets.
  • Conduct regular field visits to assess progress toward objectives, discuss issues and assist the provincial Field Coordinators in finding solutions to challenges identified.
  • Assist the ERC in conduction the quarterly program management meetings with Provincial Program Managers in order to review progress of programs and prepare plan of action for next quarter.
  • Keep close coordination with key stakeholders at provincials’ level e.g. government authorities, donors, and civil society organizations
  • In the absence of the REC represent the IRC in coordination forums e.g. humanitarian clusters (RHT, OCT, ES/NFI, CVWG, FSAC, etc) Afghanistan Humanitarian Forums, and UNOCHA
  • liaison with finance to ensure that financial reports are prepared in timely manner and is reviewed by the HP team and have provided feedback to the finance team in case of any variance
  • Work closely with Supply Chain to ensure that procurements are made in a timely manner while remaining in compliance with IRC and donor rules and regulations, and ensure that proper procurement procedures are followed by Humanitarian Program staff
  • Manage, maintain and develop information systems to ensure accurate, timely and complete data and information for assessments, monitoring and evaluation, internal and external reporting, planning, decision-making and program learning
  • Work closely with grant to ensure project progress and donor reports are submitted on a timely manner
  • Ensure that the IRC’s humanitarian program in Afghanistan adheres to the IRC standards and quality as well as relevant international policies
  • To ensure that protection needs are analyzed and addressed appropriately in all programs
  • Ensuring appropriate technical assistance is provided to field teams in timely and professional manner
  • Support the ERC in monitoring proper utilization of the project budget on monthly basis and provide timely feedback to finance department on any variance that might come in the BVAs
  • Task delegation to staff, provide day to day support to the departmental team
  • Work closely with the ERC in building and developing capacity of HP team through formal training sessions, mentoring and coaching in the areas of project management cycle, reporting and proposal development

Job Requirements:

  • Degree / Post graduate degree in management, international development, public administration business science, social science or other relevant area or equivalent professional experience
  • Eight years’ experience with excellent professional track record with at least five years of international management level experience within NGO leadership working in emergency/ humanitarian program implementation within conflict or immediate post conflict environments.
  • Experience of managing or leading humanitarian response program e.g. Emergency response (in cash and In-kind), climate change, shelter, Cash for Work, and Disaster Risk Reduction.
  • Excellent program development, proposal and report writing skills
  • Experience or familiarity with requirements of institutional donors e.g., BHA, ECHO, SIDA, FCDO, GFFO and AHF.   
  • Ability to guarantee effective and timely outputs 
  • Highly developed budget monitoring and management skills
  • Strong commitment to support/develop capacity of national staff and developing second layer of leadership
  • Proven management ability and inter-personal skills – team player
  • Problem solving and leadership skills
  • Proficiency in most common computer software including word processing, spreadsheets
  • Ability to deal with difficult, often frustrating work situations
  • A willingness to live and work in an insecure environment with movement restrictions
  • Sensitivity to Islamic and traditional culture
  • Ability to manage conflicting priorities in personal workload
  • Knowledge of exit strategies and sustainability issues
  • Previous experience with protection issues associated with IDPs/Refugee populations
  • Previous work experience in Afghanistan
  • Proficiency with databases and reporting

           Working knowledge of local language (Dari or Pashto)
