About Handicap International:

HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Acknowledging the need to respond to the urgent emergency crises combined with longer term, chronic gaps in the provision of services, HI has steadily expanded its range of activities and services in order to support the most vulnerable people, enhancing their resilience while strengthening participation and inclusion of all individuals.

Job Descriptions:

Job Purpose:

The role of Humanitarian Access and Liaison Specialist is to support the Senior management team in representation with key stakeholders in Afghanistan. The role is particularly aimed at increasing humanitarian access by starting and developing relationships with key stakeholders. improving contact networks in Kabul and in other locations where HI is working and/or is planning to start activities, ensuring adherence to Humanitarian principles. The Humanitarian Access and Liaison Specialist will continuously analyze regularly report the humanitarian access context, identifying obstacles and proposing suggestions to overcome them, maintaining main humanitarian principles. 

The Duties and responsibilities may include but not limited to: 

  • In close coordination with HASM, establish and maintain contacts with key stakeholders, facilitating collaboration and exchange of information.
  • Provide humanitarian access suggestions to SMT negotiating and mediating humanitarian access and contextual understanding.
  • Responsible for developing and implementing guidelines for humanitarian access and engagement with local authorities articulating standard HI policy and guidance.
  • Work to ensure that HI, its mission and work in the areas of operations is known and accepted
  • Provide technical input and advice in assessments to consider new HI programs in new geographic areas
  • Develop and regularly update the actor mapping and access data base
  • Regularly follow up on the humanitarian access incidences (information gathering, liaison, reporting, etc.) and update HI access database, reporting to main access coordination bodies. 
  • Closely work with HAS unit in HQ and HASM for develop training materials and methodologies that will assist HI staff in humanitarian access issues.
  • Conduct and deliver trainings, sensitization sessions and advice for staff and visitors addressing humanitarian access issues
  • Contribute to promote and support integration of humanitarian access approaches into program design, implementation and operation.
  • Support HI field SMTs to conduct principled and sustainable dialogue with relevant local actors in line with humanitarian principles and HI’s standards following CD Mandate and with support of the HASM
  • Regularly attend Humanitarian access meeting such as HAG etc. and share minutes with SMT
  • In the absence of HASM, attend security meetings and provide feedback to SMT
  • Perform any other tasks advised by Country Director
  • Support operational teams in the areas of intervention to engage with local authorities and solve any access issues.

Job Requirements:

Qualifications and Skills:

  • Master Degree in the relevant field
  • Minimum 3 years of Knowledge and experiences of working in Humanitarian Access and coordination mechanisms, especially with Humanitarian organizations- INGOs.
  • Excellent experience as a mediator/ negotiator.

 

Skills required

  • Proven ability to create networks and build
  • Relationship with local authorities, community, stakeholders etc.
  • Understanding of Humanitarian principles and Access challenges in Afghanistan
  • Demonstrated problem-solving skills and judgment
  • Good level of Proven representation skills, such as speaking/presenting at meetings and providing situational analysis
  • Demonstrated ability to manage under stressful conditions
  • Speaks and writes clearly and effectively in Pashto and Dari langauges
  • Good speaking English languages
  • Excellent interpersonal skill is required
  • Cross-cultural awareness and sensitivity (esp. gender and ethnicity) is required;
  • Good knowledge of using computer.
  • Certified training in Humanitarian access, or relevant field.
