About Organization for Community Empowerment and Development (OCED):

Organization for Community Empowerment and Development (OCED) was established in 2017 as an Afghan non-governmental, non-profit, non-political, and developmental organization.  The organization is registered in the Ministry of Economy with the registration number of 4249.

The main purpose of OCED is to provide more opportunities for Afghans to use their full potential for increasing quality health and social services, professional capacity building, and promoting equal access to communities to developmental and humanitarian services. OCED also responds to the needs of the Afghans by the principles and fundamentals of civil society organizations. OCED works in partnership with humanitarian agencies, UN organizations, development and implementing partners in the following four areas:

Scope of work:

CBNP Project Manager acts as an active member of Program Directorate, attends relevant meetings, contribute to the program technical activities and provides back- up supports to other staff members of different departments as needed.  In addition, CBNP Project Manager under direct supervision of Deputy Technical Director, is responsible to control and follow up all technical departments including CBNP, HMIS and nutrition projects activities, strengthening the CBNP and HMIS recording and reporting system, improving the skill of the staff involved in MIS and keeps close co-operation and relationship with UNICEF and MoPH related department as well as the society through various channels.

Responsibilities:

A-General responsibilities

  • Act according to the policy of OCED
  • Keep confidential with issues related to OCED
  • Develop Spirit of co-operation and understanding among members of the team
  • Follows OCED's established policies, procedures and objectives; continuous quality improvement initiative works/ performance.

 B-Specific responsibilities

  • Regular follow up of Baghlan & Takhar CBNP projects’ technical activities with both provinces management team members. Develop and maintain good relationship and cooperation with proper technical input to program technical members in the scope of CBNP projects.
  • Visit to project sites to ensure proper projects’ implementation through regular supervision, monitoring and providing corrective feedbacks.
  • Provides monthly, annual plans and reports to the program director.
  • Promotes good coordination with UNICEF and MoPH’s relevant departments (PPHDs, PND) and other stakeholders involved in implementation of Baghlan & Takhar CBNP project.
  • Monitors and supervises progress of Key indicators in Baghlan & Takhar CBNP project.
  • Handles and coordinates all the Nutrition, and CBHC related issues/activities of the project at the central and provincial level.
  • Ensures that Monthly Update and Quarterly Performance Reports of Baghlan & Takhar CBNP project provinces revised and updated in good quality and submitted to DGD and HPM in a timely manner.
  • Ensure timely submission of the monthly updates and technical quarterly reports of Baghlan & Takhar CBNP project
  • Ensures PIP is developed after each Quarterly Performance Review meeting and are being implemented through both project sites.
  • Ensures security incident report are prepared along with confirmation letter and submitted on-timely manner to UNICEF in the specific format Conduct supervisory visits from Baghlan & Takhar CBNP on quarterly basis.
  • Maintaining continues communication with technical team members in project sites to identify and make decision to solve immediately any problem which interferes in the delivery of services or in achieving the program objectives.
  • Actively participates in meetings / workshops and Task force /working groups conducted at UNICEF, MoPH or elsewhere.
  • In co-operation with the Program director oversees the planning and ongoing training, which are related to HMIS and Program.
  • Ensure quality in projects and programs through provision of updated relevant and timely information for the purpose of planning, implementation and evaluation of the programs.
  • Provide accurate and updated feedback on data collection to the clinics.
  • Produce HMIS monthly, quarterly and annual progress reports.
  • Give advice and support to the project and program staff in HMIS related tasks (e.g., data collection, analysis and use of health information.)
  • Provide technical assistance and user support for HMIS and DHIS2 software’s, including problem diagnosis and resolution routine software and information maintenance.
  • Compile data for progress reports and generation of the report
  • Provides technical assistance to other health project as requested by program director

Job Requirements:

  • Medical Doctor with at least Ten years’ experience in Public Health including CBNP, managing health care delivery programs particularly BPHS, HMIS, Primary Health Care, and or relevant field with NGO, UN agencies and government.
  • Preference will be given to those who have a MPH degree
  • Good working knowledge of computer, Ms Windows and Ms Office (MS Word, Excel and PowerPoint are the minimum requirements) Strong communication, presentation and report writing skills.
  • Able and willing to travel to project sites.
  • To be flexible, having positive attitude and the ability to work under pressure.
  • Excellent knowledge in English and fluent in Dari and/or Pashto, both written and spoken
  • Excellent team builder/player
  • Effective business communication skill
  • Ability to perform multiple tasks simultaneously
