BRAC is a nongovernmental development organization originated in Bangladesh and currently working in 10 countries in Asia and Africa. BRAC began its operation in Afghanistan in 2002, has been implementing its development programs in education, health, citizens’ charter Afghanistan programme as well as capacity development in the country.
● Oversee the daily HR functions, ensuring smooth and efficient operations.
● Collect and verify monthly timesheets, prepare payroll, and ensure accurate data entry (e.g., absences, bonuses, leaves).
● Maintain and update personnel files, including records of leave, contracts, disciplinary actions, and performance evaluations.
● Coordinate the recruitment process, from advertising vacancies to finalizing hires.
● Longlist applicants, organize written tests, and participate in interviews as the HR representative.
● Ensure all recruitment activities adhere to BRAC Afghanistan’s HR policies and procedures.
● Submit completed recruitment packages to the Head Office HR team for contract issuance.
● Ensure all staff have valid contracts and up-to-date job descriptions.
● Maintain the HR filing system, ensuring confidentiality and accuracy of employee records.
● Identify areas for improvement in HR systems and processes, proposing and implementing solutions as needed.
● Oversee the monthly procedure of time sheets for all staff including collection and review. Train new staff in time sheet procedure
● Organize and facilitate HR-related training sessions for staff to enhance their skills and knowledge.
● Assure all new staff receive proper orientation on HRPP and are alerted to benefits.
● Advise national staff on disciplinary procedures.
● Orient newly-hired employees on Performance Management System.
● Oversee the clearance of terminated employees as per BRAC Afghanistan policies and procedures.
● Participate in disciplinary, hiring and termination meetings with program staff upon request.
● Maintain confidentiality of all national staff personnel issues including disciplinary procedures
● Identify weaknesses in current HR systems, advise supervisor on outstanding issues and assist in designing and implementing as required.
● Deal with employee requests regarding human resources issues rules and regulations
● Maintaining employee files and the HR filing system.
● Assisting with the day-to-day efficient operation of the HR office and employee relation.
● Any other task assigned by Supervisor.
● At least 3-4 years’ relevant experience in the field of HRM with national NGOs, INGOs
● Experience in the field of IT (Information Technology) or any Diploma/certificate in Computer Science is desirable
● Good communication with relevant department and stakeholders
● Ability to manage HR activities independently
● Ability to work with less supervision and more self-motivation
● Ability to generate different types of report from the database for decision making
