Scope of work:

The Monitoring & Evaluation Officer will oversee the implementation requirements for the Community-Based Education project to ensure planned activities are on track according to plan. The Monitoring & Evaluation Officer will report directly to the Project Manager. S/He will ensure a high level of program quality through performance monitoring, evaluation, and reporting, and provide leadership and coordination in the development, dissemination, and promotion of strategies, standards, and tools. The Monitoring & Evaluation Officer is also responsible for full-cycle monitoring and evaluation of projects, developing appropriate methodologies and tools to design evaluations, and generating constructive reports to better manage the projects and contribute to the decision-making.

 

Responsibilities:

  • Establish, develop, and oversee the implementation of the organization's MEAL system, ensuring accountability to donors and beneficiaries.
  • Facilitate the design of “SMART” objectives, logic models, monitoring frameworks, and evaluation plans during the design phase of the projects.
  • Ensure the alignment of M&E activities with program goals.
  • Promote all aspects of MEAL to support the creation of an organizational culture that prioritizes quality programming.
  • Work closely with the program/project teams to ensure that MEAL becomes an integral element of project implementation, leading to enhanced quality, accountability, management, and impact.
  • Ensure that the organization delivers on all internal and external M&E requirements on time and with high-quality information, including reporting on Hagar International indicators and standards.
  • Identify and introduce new elements (systems, tools, processes) required under the MEAL system and project activities.
  • Receive regular field monitoring and accountability reports from project officers and circulate to the senior management team, ensuring that action plans are included and followed up.
  • Support the development, design, and writing of proposals and concept notes for related programming information management and reporting; and
  • Perform any other duties to assist with the running of education projects at the request of the Deputy Director of Programs, Executive Director, or other senior staff.
  • Any other task assigned by the education program manager

Job Requirements:

Qualifications & Requirements:

  • Bachelor's Degree in social sciences with in-depth experience in project monitoring and evaluation in an international NGO;
  • Proven practical experience of humanitarian and development context analysis and programming, including cash transfer projects and monitoring systems;
  • Good understanding of project cycle management including developing monitoring and evaluation framework;
  • Proven experience of participatory program approaches, good analysis and report writing skills coupled with strong communication skills in written and spoken English;
  • Previous field level experience desirable;
  • A team player with good organizational skills;
  • Willingness to travel extensively through region of responsibility, spending up to 100% of work time in the field, including in rural and remote areas, to ensure program activities reach intended beneficiaries. Good skills in report writing. 
  • Ability to work under pressure and be honest and responsible.
