Job Descriptions:

Position summary

The MEAL Officer is the main person responsible for designing the M&E plan for Education in Emergency project funded by the BMZ, ensure Field Data (Quantitative and Qualitative) is gathered, checked, combined and summarized and registered in APWDO filling server. She / He is in charge to ensure the quality of data entered and also responsible for producing regular data analysis for both  internal and external reporting, Data analysis are reported to Manager of EIE Project. Moreover, She/ He needs to coordinate and monitor in provision of school equipment and enhancement of existing learning spaces along the M&E team under the management of the technical Management unit. She / He also facilitate the mainstream of critical issues in the implemented activities, in assigned duty station.

Specific Responsibility

  • Being the main person in EIE M&E plan Design and Implementation
  • Assist Manager In developing and refining various data collection tools, both quantitative and qualitative
  • Provide Training courses for the field staff and beneficiaries on indicator measurement methodology and tools, M&E assessment, reporting  
  • Monitoring, evaluation Accountability & Learning, analytic and reporting of performance and results.
  • Provide regular project reports to funders and management as required.
  • Coordinate and support the implementation of monitoring and evaluation of project activities to be conduct per the organization’s relevant policies, strategies, and the project result framework.
  • Have good communication skill and be able to work in a team.
  • Provide feedback to the project manager on project strategies and activities.
  • Support the monitoring and evaluation of the effects and impact of the project.
  • Strong experience in filing EMIS data entry, IPPT, Education Activity Information System.
  • Strong Experience in Investigating, Analyzing, Reviewing, and Reporting Safeguarding Cases.
  • Strong Experience in preparing the Quarterly Cumulative Report (QCR) to MoE.
  • Strong Experience in preparing the Quarterly or Semi – Annual Progress and Implementation Report to donor.
  • Other project-related task/duties assigned by the line manager.

Job Requirements:

Qualifications and Experience:

  • Diploma or Bachelor’s degree in social science, BBA, Research, Economics, social science  or related fields.
  • At least Three years of MEAL experience with NGO, or institute.
  • Knowledgeable in the use of excel, Access or other MIS tools for M&E data collection and reporting requirements.
  • Effective communication and interpersonal skills.
  • Strong training & facilitation skills.
  • Proficiency in local languages (Dari/Pashto) and English.
  • Ability to work collaboratively in a team environment.
  • Minimum 4 -5 Years of experience in MEAL, preferably in educational or development
  • Familiarity with digital data collection platform (e.g. Kobo toolbox, COMM Care).
