About Bakhter Development Network - BDN:

Bakhter Development Network (BDN) was established and officially registered in Afghanistan in 2001 as an Afghan non-governmental, non-profit, non-political, and developmental organization. BDN operates in accordance with its constitution in three main thematic areas: health, education, and agriculture and livestock. With its current focus on public health and nutrition, BDN helps communities achieve their developmental goals, while its wider vision is a world of enabled communities working towards a brighter future.

Currently, BDN is engaged in multiple initiatives, including the Health Emergency Response Additional Financing (HER AF) project in Balkh, Maidan Wardak, and Kapisa Provinces. BDN is also implementing projects such as the Targeted Supplementary Feeding Program (TSFP), the Community-Based Nutrition Intervention (CBNI) in Balkh, Badakhshan, and Kunduz Provinces, as well as the GC 7 project in Balkh and Maidan Wardak Provinces.

Job Descriptions:

Afghanistan is experiencing a persistent high burden of infectious and non-communicable diseases and ongoing outbreaks of communicable diseases. HIV remains low among the general population, and the response focuses on prevention among key populations such as people who inject drugs. The TB burden in Afghanistan is based on the WHO estimation of 185/100,000 population. Afghanistan is among the highest malaria burden countries in its region. The disease is endemic in large parts of the country, and the malaria program ensures universal access to case management and distribution of mosquito nets in targeted areas. There were multiple malaria outbreaks in 2023, which is a worrisome trend.

This grant is working towards the Global Fund vision of a world free of the burden of AIDS, tuberculosis, and malaria with better, equitable health for all. The malaria activities will focus on optimization of vector control coverage, including distribution of bed nets. There will also be a focus on improving equitable access to quality, early diagnosis, and treatment of malaria through public health facilities, at the community level and in the private sector, as well as strengthening surveillance, monitoring, and evaluation to support data collection through routine surveillance systems (DHIS2) and vector surveillance. The HIV programming will be implemented with the goal of reaching the 2025 and 2030 HIV targets, with a focus on closing HIV prevention and treatment coverage gaps and an emphasis on most affected populations. Lastly, to accelerate progress toward the 2030 TB targets and recover ground lost due to COVID-19, Afghanistan will deliver equitable, people-centered, cost-effective TB interventions that address vulnerabilities, barriers, and gaps in access to and quality of services. Identified priorities show that interventions will target the most affected populations, including key/other vulnerable populations (e.g., PLHIV, prisoners, PUDs, etc.), TB patients, people at risk of malaria, people who live in white areas, mobile populations (IDPs, refugees, migrants), etc. It should also be noted that there are plans to scale up several cost-cutting strategies to substantially improve program performance and create cost efficiencies. Attention to effectiveness, efficiency, and value for money has also been weaved into activities and interventions.

 

Objective: Lead, coordinate, and monitor the Z grant activities as per the approved/agreed workplan/budget.

Duties and responsibilities:

  • Coordinate the Z-grant implementation with provincial stakeholders as CDC, PTCs, PLSs, PMVDP, CPHL, CMS, and HMIS.
  • Coordinate the grant’s activities with BPHS provincial office personnel to seek support in grant implementation within target sites.
  • Ensure the implementation of Z grant interventions and activities compliant with UNDP and MoPH rules and SRs’ policies.
  • Support the conduct of the grant-related events (trainings, meetings, and visits) at the provincial level in compliance with SR’s policies and UNDP requirements.
  • Prepare the programmatic report as per agreed template, timelines, and frequencies and submit it to the project manager along with its supporting documents (field data reports, consumption reports, M&E reports, training reports, and others).
  • Make sure financial supporting documents in compliance with UNDP rules and regulations are available for all the grant-related activities and submit them to the main office (Project Manager and Finance Officer) as per agreed timelines and frequencies.
  • Participate in all grant’s related meetings with provincial stakeholders as mentioned under the first bullet.
  • Oversee and monitor grant implementation as per the submitted/agreed workplan in close coordination with provincial stakeholders as above.
  • Regularly review and analyze programmatic data (HIV, TB, and malaria) to inform about gaps and deficiencies and devise timely corrective measures with the respective provincial bodies and stakeholders. 
  • Make sure the assets under the grant are properly used and routine reports and statuses are shared with the project manager.
  • Support provincial procurement and office-related supplies as per the organizations procurement policies.
  • Facilitate and support regular supplies of the necessary commodities under the grant to the respective sites and prepare and submit stock status and consumption reports as per the recommended timelines.

Job Requirements:

  • University degree in medicine/public health
  • One-year working experience with master’s degree, while three-year working experience with bachelor’s degree in project management or M&E
  • Experiences and knowledge from HIV, TB, and malaria are preferred.
  • Working knowledge of English is preferred, and fluency in local languages (Dari and Pashto) is required.
  • Working knowledge of MS. Office.
