About DHSA/TKG:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

  • Humanitarian Activities
  • Public Media and Communication (TKG),
  • Education
  • Cultural Heritage
  • Environmental Protection

Job Descriptions:

1. Position Background

The Media Monitoring Team Lead will oversee the comprehensive monitoring of various media platforms, including radio, TV stations, digital media, and newspapers. This position requires a strong understanding of media analytics, effective leadership, and a hands-on approach to managing advanced monitoring tools and ensuring compliance with reporting standards.

2. Scope of Work

The Team Leader will be responsible for the following:

  1. Content Analysis
    • Analyze media content across multiple platforms (radio, TV, digital media, and newspapers) for relevance, trends, and compliance with objectives.
    • Generate insights based on content monitoring to support organizational goals.
  2. System Management
    • Oversee the operation and optimization of media monitoring software.
    • Ensure the integration of automation while handling occasional manual monitoring.
  3. Reporting
    • Produce detailed reports at daily, monthly, quarterly, and annual intervals.
    • Deliver actionable recommendations to the Media Director based on monitoring outcomes.
  4. Compliance Checks
    • Ensure monitored content complies with organizational policies, media regulations, and standards.
  5. Team Leadership
    • Lead and manage a team of media monitoring staff, ensuring efficient workflow and adherence to timelines.
    • Provide mentorship, training, and regular performance evaluations to the team.

Job Requirements:

Qualifications

  • Education: Bachelor’s degree in Media Studies, Communications, Journalism, or a related field (Master’s degree preferred).
  • Experience:
    • Minimum of 5 years of prior experience in media monitoring or related fields.
    • Proven expertise in media monitoring tools and software (specific software to be named later).
  • Technical Skills:
    • Strong knowledge of content analysis methodologies.
    • Ability to operate and troubleshoot automated monitoring systems.

Required Skills and Attributes

  • Strong leadership and team management abilities.
  • Excellent analytical and problem-solving skills.
  • Superior written and verbal communication skills in English and local languages.
  • High attention to detail and ability to meet deadlines under pressure.
