Job Descriptions:

1. Position Overview:

The Procurement Manager will oversee and manage all procurement activities, ensuring compliance with organizational policies, legal standards, and cost-efficiency. The role involves strategic planning, vendor negotiations, and maintaining a transparent procurement process to support TTRA’s operational and project needs.

2. Key Responsibilities:

  • Develop and implement procurement strategies and annual plans.
  • Identify, evaluate, and establish relationships with vendors and suppliers.
  • Negotiate contracts to ensure quality and cost-efficiency.
  • Draft, review, and manage procurement contracts and agreements.
  • Monitor procurement budgets, track expenses, and implement cost-saving initiatives.
  • Ensure compliance with organizational and legal procurement policies.
  • Maintain accurate records of procurement activities and inventories.
  • Lead and train the procurement team to ensure efficient workflow.
  • Prepare reports and updates on procurement activities for senior management.

Job Requirements:

Qualifications & Requirements:

Education:

  • Master’s degree in Business Administration, Supply Chain Management, Finance, or a closely related field. A professional certification in procurement or supply chain management (e.g., CIPS, CPSM, PMP) is highly desirable.

Experience:

  • A minimum of 7 years of progressively responsible experience in procurement, supply chain management, or related roles, with at least 3 years in a managerial or senior leadership position.

    • Proven ability to develop and implement strategic procurement plans aligned with organizational goals.
    • Strong leadership skills with the capacity to inspire and manage a team in a high-stakes environment.
  2. Technical Expertise:

    • Advanced knowledge of procurement and supply chain management principles, including risk management, cost control, and vendor evaluation.
    • Familiarity with international procurement standards, laws, and ethical guidelines.
  3. Negotiation and Communication:

    • Exceptional negotiation skills to secure the best terms and conditions with vendors while ensuring compliance.
    • Excellent interpersonal and communication skills to engage effectively with internal stakeholders, external suppliers, and partners.
  4. Technological Proficiency:

    • Proficiency in advanced procurement and ERP software systems, alongside a strong command of Microsoft Office Suite.
    • Ability to analyze data and present actionable insights using modern tools.
  5. Problem-Solving and Decision-Making:

    • Strong analytical and critical thinking skills to resolve complex procurement challenges efficiently.
    • Proven track record of making sound decisions under pressure while maintaining organizational integrity and transparency.
  6. Language Proficiency:

    • Fluency in Dari, Pashto, and English, with excellent verbal and written communication skills in all three languages.
