About Rehabilitation Association and Agriculture Development for Afghanistan (RAADA):

Rehabilitation Association and Agriculture Development for Afghanistan (RAADA) started its humanitarian activities in 2002. As a local Non-Governmental Organization (NGO), RAADA began working in Herat province and extended its activities to western Afghanistan (Herat, Farah, Ghor, and Badghis provinces). Its Vision is “Poverty no Longer Exists in the World” and its Mission Statement is “Mitigating Poverty and Contributing to Reconstruction and Development Process in Afghanistan through Community-based Solutions and Interventions.”

Having a good analysis of the community needs, qualified staff, and sound management procedures, RAADA has designed and implemented various projects on Livelihood, Agriculture and Animal Husbandry, Human Rights, Women Empowerment, Disaster Risk Reduction, Water Supply, Health, and Hygiene ... with the financial support it has received from CAID, JICA, Tawanmandi-DFID, US Embassy, UNHCR, WAR CHILD UK, UNFAO, WFP, WHH, DRC, VDT, Italian Cooperation, IRC, CRS, and AKF.

Job Descriptions:

The procurement/logistic officer implements the RAADA procurement policy as well as the donor's logistic and procurement procedures. They will be generally responsible for maintaining procurement records and filling for a full audit trail standard under both RAADA and donor's regulations. The officer must ensure the supplies, are managed in the best manner possible, have value for money, and that equipment/supplies are maintained.

Key Responsibilities:

  • Process purchase requests, conduct the market assessment, quotations and bidding procedures, procurement and purchasing of project necessary items.
  • To organize and maintain logistics and procurement-related files and documents as per RAADA and donor-established standards.
  • To prepare travel and accommodation arrangements for all staff.
  • To provide technical and logistical support to the project staff as requested.
  • Conduct oneself professionally and ethically at all times and will not enter into any activities that may adversely affect the image of RAADA and its respectable donors.
  • Ensure that related procurement reports are properly updated and centralized in line with RAADA and donor procedures.
  • Maintain a very well-organized filing and documentation system, hard and soft copies, for all procurement processes.
  • Update all databases regularly; supplier lists, price lists, and procurement databases
  • Participate in the procurement and tender committee meeting
  • Prepare documents to make payment requests to the finance department and ensure that the supplier payment is transferred on time
  • Ensure that principles of transparency and accountability are always followed

Job Requirements:

  • Bachelor or higher degree in Business Administration or related field from an approved university
  • Procurement and logistics advanced knowledge
  • Minimum 3 years of working experience with NGO projects in the same position
  • Computer skills (MS Office package)
  • Proficiency in English and local languages (writing & speaking)
  • Analytical and problem-solving ability
  • Good knowledge and awareness of local and national markets
  • Ability to work both independently and as an effective team member
  • Professionalism in appearance and demeanor
  • Ability to travel to the project-targeted districts and villages
