We are seeking an experienced Environment and Social Management Specialist to join our dynamic team. The selected candidate will oversee the implementation of environmental and social safeguards across construction projects, ensuring compliance with relevant regulations, best practices, and organizational policies. This role involves close collaboration with project teams, local communities, and stakeholders to foster sustainable development.

Objectives of This Role

• Integrate environmental and social considerations into project planning and implementation phases.
• Ensure compliance with environmental and social policies, standards, and frameworks, including national laws and international guidelines.
• Monitor and mitigate environmental and social risks across all project phases.
• Build and maintain strong relationships with local communities, addressing concerns and promoting inclusivity. 

Key Responsibilities

• Conduct Environmental and Social Impact Assessments (ESIA) and ensure findings are integrated into project planning.
• Develop and implement Environmental and Social Management Plans (ESMPs) tailored to project-specific needs.
• Oversee environmental monitoring, ensuring construction activities adhere to approved ESMPs.
• Identify and mitigate risks related to biodiversity, cultural heritage, water quality, air quality, and land use.
• Facilitate consultations with stakeholders, including community engagement sessions, and address grievances through structured mechanisms.
• Train project staff and contractors on environmental and social compliance.
• Maintain comprehensive documentation, including monitoring reports, incident records, and stakeholder feedback.
• Support sustainable practices, including waste management and energy-efficient construction methodologies.
• Liaise with regulatory authorities to secure permits and ensure adherence to legal obligations.

• Bachelor's or Master's degree in Environmental Science, Environmental Engineering, or a related field.
• 5+ years of relevant experience in environmental and social management, ideally within construction or infrastructure projects.
• Fluent in English, Pashto, and Dari Language, both written and verbal.
• Proven knowledge of environmental regulations, social safeguards, and construction project processes.
• Familiarity with international standards like the World Bank Environmental and Social Framework (ESF) or IFC Performance Standards.
• Strong organizational, analytical, and time-management skills.
• Strong communication and stakeholder engagement skills.

Preferred skills and qualifications

• Professional certifications in Environmental or Social Impact Assessment or related fields.
• Experience in working with international donors or multilateral agencies.
• Proficiency in environmental modeling tools and software.
• Knowledge of climate change mitigation and adaptation strategies.
