In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters. HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

Purpose and Objective of the Position

The Human Resources Capacity Building Officer will be based at the Human Resources Department, Kabul main office under the overall supervision of the Head of Human Resourses Department and he/she is expected to effectively & efficiently manage departmental assigned responsibilities. He/she will be responsible for identifying the training needs and coordinate activities for the development of technical and managerial capacities of the HealthNet TPO staff.

General Responsibilities

To carry out training needs assessments to identify training requirements both fresh and refresher at all levels for various categories of employees.
Based on findings from capacity needs assessments, develop a capacity development plan and ensure its timely implementation.
Responsible for maintaining a database of trainers and trainees to manage roster of trainers, trainees and system for nominating employees for various relevant planned training programs.
Provide technical support in reviewing and designing curriculum for training manuals.
Effectively manage all budgets related to training and capacity buildings to ensure spending is timely and in accordance with the organization and donor requirements.
Prepare activity and training reports for review by the line manager for further submission to management for approval.
Work closely with relevant department heads to develop and review appropriate training materials, guidance, and procedures.
Participate in program monitoring, evaluating, and periodic reporting related to capacity building.
Write training reports, document results achieved and share best practices for training and capacity building.
Entry daily base data to database and share it with the line manager.
Perform other tasks assigned by supervisor.

Job Requirements:

Education: University degree in public health, public administration, business administration, social sciences or related field.
Experience: Minimum of three (3) years of professional experience in capacity building and or related fields.
Knowledge of data collection, data entry and database management.
Strong Communication skill, Self-motivated, Quick learner with a positive attitude.
Cooperative and team-work skills, being flexible regarding working hours.
Disciplined, honest, professional, and hard worker.
Fluency in Pashto, Dari and working knowledge of English language.
Thorough knowledge of MS Office and other related packages.
