In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

General Scope of the job

Ministry of Energy and Water (MEW) will have a numerous Dams feasibility studies, several dams detailed design and construction projects in the Years (1403). To conduct the feasibility studies of the hydro-Mechanical component of dams , detail design of dams and review the feasibility studies and dam design reports on a professional and technical manner the MEW is seeking for employments of professional, competent senior Hydro-Mechanical design specialist.

Job description, Responsibilities and Tasks

1. Design independently hydro-Mechanical components of dams like penstocks,pipes,fittings gates, valves, cranes, Trash racks, water hammer and other mechanical parts.
2. Review the design of hydro mechanical appurtenant (penstocks, gates, valves, cranes, Trash racks and other mechanical parts) of dams.
3. Conduct the feasibility study of the hydro-Mechanical components of dams like penstocks, gates, valves, cranes, Trash racks and other mechanical parts.
4. Review of the hydro-Mechanical part of the feasibly studies reports.
5. Preparation of the BOQs and Cost estimate of of hydro mechanical appurtenant (penstocks, gates, valves, cranes, Trash racks and other mechanical parts) of dams.
6. Preparation of the tender drawings and package of the hydro-Mechanical components of dams like penstocks, gates, valves, cranes, Trash racks and other mechanical parts.
7. Build a maintenance program for the mechanical equipment.
8. Report monthly on the maintenance execution.
9. Perform the all-workshop mechanical activities such as technical management.
10. Providing mechanical advice to the office head.
11. Trouble shooting and emergency visit to sites and find out the fault and manage repair;
12. Ensure all engineering works are managed;
13. Inspect, repair, service and start-up load bank test requirements on equipment.
14. Writing of Field Service report and Job completion report in English.
15. Taking decisive actions to achieve goals in formulate environments and changing contexts; analyzing and diagnosing problems with depth and insight; displaying sound Judgment, and decision making; providing creativity and innovation.
16. Work with others to achieve goals; resolving conflicts successfully.
17.  Building reports, communicating effectively and maintaining relationships within changing conditions.
18. Preparation the Hydro-mechanical part of the TORs for new projects.
19. Review and preparation the Hydro-Mechanical part of the technical specification.
20. Conduct capacity building training (Knowledge transfer) for the official employee through on job training and work shop
21. Any other task assigned by the Directors and supervisor.

Qualification and experience

Master or higher degree in Hydraulic steel structures/hydro-Mechanical/Hydro-technical engineering with a minimum of 5 years of experience in design of Dam Gates, penstocks and turbines or BSc degree in Hydraulic steel structures/hydro-Mechanical engineering /Hydro-technical engineering with a minimum of 7 years of experience in design of Dam Gates, penstocks and turbines. Master degree preferred.

1. Should have a thorough understanding of relevant welding procedures.
2. In-depth knowledge of the international mechanical and hydro-mechanical standards IMC, ASME, ASHRI, AISC, AWS, DIN and USACE standards   related to Hydro-Mechanical works.
3. Computer skills, MS Office, e-mail, Internet applications and knowledge of Software for Hydro-Mechanical designs is preferable.
4. Fluent in reading, writing and speaking of English language.
5. The candidate shall attach a copy of his higher degree to his application.
6. The candidate shall attach copies of his contracts as evidence document to prove his experience along with complete address of his direct supervisor.
