Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

 

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

 

Since 2003 AKHS, A is implementing Healthcare services in Bamyan, Baghlan and Badakhshan provinces. The agency’s scope of work includes the provision of primary and secondary Healthcare, Preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. The current working modality and role of AKHS, A in Bamyan and Badakhshan provinces as BPHS and EPHS implementer. AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwifery.

 

AKHS, A tapped into internal and other donor fundings to continue supplementary and complementary supports to the national health system. Moreover, AKHS, A scale up AKDN innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is implementing net zero and greenhouse gas emission.

 

Job Descriptions:

Security Management and Planning o Develop and implement a structured safety and security management system, in line with the AKDN Security Level System (SLS), and provide direction on safety and security strategy, policy, standards and procedures. o Develop and implement the mandated (SLS) assessments, procedures, plans, and mechanisms appropriate to regional threat levels. o Oversee the planning, implementation and quality control of the hospital, and related facilities, security manpower, technical assets, and physical protection measures such as CCTV cameras, access control systems, alarm systems, and firefighting equipment, are appropriately, maintained and correctly utilized. o Collect and analyze security information and disseminate security advisories. o Develop and maintain a strong contextual understanding of AKHS (A) operations countrywide and in particular within Bamyan Province. o Review and implement the safety and security mitigation strategies, manage the remedial action plans, and lead the annual security audit process requirements for the hospital. Incident Management o Develop and maintain a critical incident management team (CIMT) and prepare contingency plans to manage critical incidents, including coordination and supporting emergency services during critical incidents. o Support the Hospital Director and CIMT in the management of incident response. o Develop and maintain a communications system that is robust enough to ensure reliable communications with required services and personnel in an emergency. Confidential December 2024 o Report all safety and security incidents in a timely manner and participate in any after-action reviews. Security Personnel. o To maintain oversight on the performance, standards, training, and welfare of the security guard force, with day-to-day management conducted by the guard supervisors. o To conduct daily meetings with the guard supervisors. o To maintain oversight of the CCTV team for performance, standards, training, and welfare. o To design and implement an annual training plan for all security personnel. o To oversee emergency drills and rehearsals as appropriate. o To ensure documentation, SOPs and routine and emergency procedures, are in place, operationally appropriate and are robustly implemented. o To assist the HR Department with security staff assessments, appraisals and personal professional development Coordination and Relationships o Establish relationships with the relevant law enforcement agencies, community leaders, and emergency services to ensure their support as required. o Work under functional guidance and in close coordination with the AKHS (A) country security manager and the wider Kabul team. o Maintain regular contact and coordination with the security focal points of AKDN sister agencies based in Bamyan. Training and Briefings o Deliver or coordinate safety and security training and drills for hospital staff. o Conduct or coordinate safety and security training for security guards, drivers, and support staff on a regular basis. o Provide the hospital SMT with security and safety briefings as required by the Hospital Director. o Provide security briefings to VIP visitors and international staff members as appropriate. o Provide quarterly written security reports to the Hospital Director and Country Security Manager. o Ensure the safety and security induction and briefing of all new employees. o Ensure the statutory standards for fire safety preparedness are met. Support o Investigate safety and security breaches and non-compliance. o Develop, manage, and monitor the hospital safety and security budget. o Produce reports, attend meetings, and undertake any other duties, in line with the position, as required by the Hospital Director and/or Country Security Manager.

Job Requirements:

Essential o Bachelors level degree, or above, or equivalent security related qualification. o Five years previous experience in a security supervisory/management role, with an International Organization, INGO or healthcare provider. o Previous experience working with sub contacted or in-house guards. o High level of contextual understanding of the political, social, economic, and security situation in Afghanistan. o Fluency in English and Dari. Written and spoken. o Previous training delivery experience. Desirable o Verifiable and credible security industry certifications. o Health and Safety experience. Skills & Competencies o Highly organized, proactive, and motivated. o Strong assessment and evaluation skills and the ability to make good situational judgements. o Demonstrated capacity to manage challenging issues under stressful conditions. o Effective management of human, financial, and technical resources. o Flexible and adaptable to changing priorities. o Able to communicate with a broad range of stakeholders with excellent verbal, written, and presentation skills. o Strong IT and computer skills. o Possess professional maturity, sensitivity to different cultures, and impeccable integrity that exemplify AKHS values.
