Job Descriptions:

The Monitoring and Evaluation (M&E) Officer is responsible for designing, implementing, and managing M&E frameworks to assess program effectiveness and impact. The role involves data collection, analysis, reporting, and providing recommendations to improve program performance and accountability. The M&E Officer works closely with program teams, stakeholders, and donors to ensure data-driven decision-making and compliance with reporting requirements.

Job Requirements:

Key Responsibilities:

1. Monitoring & Evaluation System Development

  1. Design and implement M&E frameworks, tools, and methodologies.
  2. Establish performance indicators and benchmarks to measure program effectiveness.
  3. Develop data collection plans and ensure compliance with organizational and donor requirements.

2. Data Collection & Analysis

    1. Conduct field visits to collect and verify program data.
    2. Use qualitative and quantitative methods to assess project outcomes.
    3. Ensure data accuracy, consistency, and integrity in all reporting systems.
    4. Analyze trends and generate insights to inform program improvements.

3. Reporting & Documentation

  1. Prepare M&E reports for internal and external stakeholders, including donors and government agencies.
  2. Develop dashboards, presentations, and infographics for data visualization.
  3. Document best practices, lessons learned, and success stories.

4. Capacity Building & Stakeholder Engagement

  1. Train program staff on M&E tools, data management, and reporting procedures.
  2. Collaborate with project teams to integrate M&E best practices into program implementation.
  3. Engage with partners, donors, and government agencies to align M&E activities with sector standards.

5. Program Learning & Continuous Improvement

  1. Provide evidence-based recommendations to enhance program impact.
  2. Conduct periodic program reviews and evaluations.
  3. Support research initiatives and impact assessments.

Educational Background:

  1. Bachelor’s or Master’s degree in Statistics, Social Sciences, Development Studies, Public Administration, or a related field.

Experience:

Minimum 3-5 years of experience in monitoring, evaluation, and research.

Experience working with NGOs, government agencies, or international development programs.

Skills:

  1. Proficiency in M&E software (SPSS, STATA, Power BI, Excel, etc.).
  2. Strong data collection and analysis skills.
  3. Excellent report-writing and presentation abilities.
  4. Knowledge of project management and results-based monitoring.
  5. Ability to train and mentor staff in M&E processes.

Preferred Qualifications:

  1. Experience working on donor-funded projects (USAID, UN, World Bank, etc.).
  2. Certification in M&E or impact evaluation.

Work Conditions:

Office-based with frequent travel to field locations for data collection and program monitoring.

Occasional work outside standard hours based on reporting deadlines.
