The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

The Liaison Office (TLO) is an Afghan non-governmental organization that emerged at the end of 2003 as a Swiss peace pilot project (supported by the Heinrich Böll Stiftung) on good governance after the organization was approached by community elders requesting assistance for participation in the peace and reconstruction process in their southeastern communities. TLO’s four main areas of activity are: Research, Peacebuilding, Justice, and Livelihoods. In the eight years since its establishment, TLO expanded from the Southeast into the South (2005) and East (2008) mainly through research and analysis and the facilitation of a series of peace and stability jirgas. In 2009, TLO began working in the Northern and Central provinces; and in 2011 started research and analysis in Western Afghanistan.

Duties & Responsibilities:

The site engineer will work closely with provincial Coordinator and Senior Infrastructure Engineer at TLO sub offices located at Daikundi province.  His duty station will be based in khedier district of Daikundi province for implementation of canal construction project,  

The site Engineer will:

• Lead on implementation of irrigation infrastructure.
• Lead on technical management and implementation of irrigation system improvement construction projects, including capacity building, cost management, time management, work quality and safety, development of work plan and reports.
• Working closely with procurement/ logistic, M&E, Admin and finance Department for smooth work progress and timely supply of construction materials/labor and payments.
• Prepare daily, weekly, and monthly progress reports and update to the senior and infrastructure irrigation engineer on project developments.
• Support and provide guidance to the contractors during projects’ implementation. Working closely with engineers of implementing organizations to make sure the projects are implemented and completed on timely manner, ensuring quality and requirements as per the approved designs (BoQ, Technical Specification and Drawings).
• Coordinate all technical activities with site supervisors and conduct joint site visit to make sure that the construction/rehabilitation of irrigation infrastructure is according to the engineering standards, project technical specification, design drawing and site condition
• Perform any other project relevant activity assigned by the top management.
• Coordination with the senior irrigation and infrastructure Engineer and Provincial Manager regarding the implementation and problems of the irrigation projects.
• Checking the quality of construction materials such as cement, sand, stone, steel bar and gravel in accordance with the engineering norms.
• Conduct safety audits, training, and enforce safety practices on the construction site.
• Recording construction materials such as cement, sand, and crush, and other construction materials at the project site in coordination with the contracting company.
• Recording the volumes of construction materials such as stone sand and crush in coordination with the contracting company and reporting it to the senior and infrastructure irrigation engineer.
• Liaise with government authorities, local communities, and other stakeholders to ensure project success and resolve any concerns or issues.

• Education: Bachelor’s degree in Civil Engineering or a related field.
• Experience: Minimum of 5 years of experience in construction projects, with at least 3 years specifically working on Irrigation projects.
• Expertise in implementing irrigation projects such as Intake, irrigation canals, Supper passage and Aqueduct projects.
• Strong knowledge of Irrigation projects construction materials, testing methods, and quality control procedures.
• Familiarity with AutoCAD, Civil 3D, Excel, power point and word other engineering software.
• Strong knowledge of safety regulations and standards in irrigation construction projects.
• Key Competencies:
• Excellent project management skills with a proven track record of completing projects on time and within budget.
• Strong problem-solving and decision-making abilities.
• • Willingness to travel and work in the field in Khedir district Daikundi province.
• Ability to work in a remote and challenging environment.
• Ability to work effectively with diverse teams, including local labor forces and stakeholders.
• Fluency in English, Pashto and Dari is required
