Position Description:

The Field Officer is responsible for project implementation, supervision of activities and coordination with district authorities and relevant NGOs within field office area.

She/he will conduct himself/herself both professionally and personally in such a manner as to bring credit to DACAAR and to not jeopardize its humanitarian mission

Responsibilities:

Specific Tasks and Responsibilities:

  • Prepare action plan and make sure that all interventions and achievements within the target area are on the right track towards project objectives and goal. 
  • Make sure all the project admin/finance documentations; are prepared properly.
  • Supervise daily assignments of the Social Organizers’ and other staff of the field office.
  • Coordinate the project activities with Project Manager, regional office and district authorities and liaise with the local authorities, local shuras, NGOs and donor’s representatives within the field office area.
  • Support the project staff in the field level as its require.
  • Coordinate the project implementation with the Operations and UNODC Project Manager as DACAAR main office level.
  • Having close coordination with DoIC and DoLSA departments at provincial level for the purpose of good quality of project implementation.
  • Observe from the related activities of (VST and SSED- Programme) to make sure all activities are going on based on the project plan accordingly.
  • Check the quality of the work and local materials of the project interventions;
  • Oversee the correct and proper use of DACAAR assets including vehicles/equipment/materials and supervise the project activities regularly in the field level.
  • Oversee proper use of the cash and closely monitor the cash flow and expenditure of the project.
  • Inform all relevant project staff on time, for each single required decision that made by the Regional/Program/DACAAR Senior Management and act accordingly.
  • Control/authorize leave for the project staff;
  • Facilitate human resources allocation to project in relevant locations and consulates with Regional Manager about the issue. 
  • Conducting the rapid market survey at central, districts and villages level, for UNODC project related activities.
  • Prepare monthly expenses vouchers of the project.
  • Prepare monthly progress reports, staff attendance sheets and other required reports.
  • Prepare quarterly reports for the (VTS and SSED program activities progresses) to both DoLSA and DoIC for their approvals at provincial level. And then sed it to MO, to process it further with the MoLSA and MoIC at Kabul level as it’s the reporting procedures.
  • Prepare and send completion reports to SRO Field Coordinator and UNODC Project Manager.
  • Prepare a non-expendable stock report at the end of the project.
  • The holder of this position must strictly follow the organization existing security policies, procedures, and daily instructions of the safety personnel.
  • Any other tasks given by the supervisor

Job Requirements:

Education: Bachelor Degree in Business Administration and Agro-business master in relevant field is preferred.

Experience: At least 5 years of relevant experience in small business & enterprise development and Agro-business sector with NGOs.

  • Ability in team working, Management skills and ability to properly planning, Organizing and implementing project activities.
  • Having skills of Strong reporting, effective communication problem solving and conflict resolution skills
  • Strong organizational skills with the ability to prioritize tasks effectively and supervision skills
  • Understanding of small-scale enterprise needs (market linkages and business development)
  • Have knowledge of good participatory assessment skills.

Excellent interpersonal relationships, networking in community level

Languages: Oral and written fluency in (English, Dari, Pashto)
