GGC is seeking a highly skilled and experienced Technical Proposal Writer to join our team and play a key role in driving our business development initiatives. The ideal candidate will be responsible for preparing, writing, and developing high-quality, competitive proposals tailored for INGOs, government entities, UN agencies and international organizations. This is a critical position that requires exceptional writing skills, technical understanding, and the ability to produce clear, compelling proposals that meet the specific requirements of various donors and clients.

• Preparing management and technical proposals according to RFP requirements.
• Drafting and reviewing high-quality technical and financial proposals for submission to government entities, UN agencies, INGOs, and international organizations.
• Ensuring proposal compliance, alignment with technical scopes, and overall quality before submission.
• Developing and tailoring key documents such as:
  • PMP – Project Management Plan
  • PQMP – Project Quality Management Plan
  • PSMP – Project Safety Management Plan
  • PIM – Project Implementation Methodology
• Creating effective proposal graphics, such as tables and diagrams, to illustrate technical solutions.
• Editing and formatting proposals, ensuring professional presentation.
• Developing and maintaining a library of reusable boilerplate content for future proposals.
• Assisting in the research, writing, and editing of past performance sections, work plans, and other proposal components.
• Ensuring proposals are aligned with project estimates, timelines, and donor compliance requirements.
• Creating project schedules and pricing spreadsheets as require
• Other qualifications’ an advantage:
• Strong understanding of proposal requirements set by donors such as UN agencies, government entities, and similar institutions.
• In-depth knowledge of construction management, technical project planning, and project analysis.
• Fluency in English, Pashto, and Dari, with excellent oral and written communication skills.
• Ability to simplify complex technical concepts for non-technical audiences.
• Proficient in writing proposal content from scratch and customizing boilerplate texts for specific RFPs.
• Strong command of the English language, including grammar, punctuation, and spelling.
• Proficiency in Microsoft Word, PowerPoint, Excel, and project management tools such as Primavera or Microsoft Project.
• Strong organizational and analytical skills.
• Ability to work independently and in team environments, and perform under tight deadlines.
• Skilled in searching and analyzing RFPs online.
