Job Descriptions:

Position Summary

ARWEO is seeking individuals for the position of QC Engineer. The incumbent will be part of the Project Support Team and responsible for ensuring that all rehabilitation construction works meet quality standards and project specifications. The position requires strong technical knowledge, attention to detail, and the ability to coordinate closely with various teams to monitor materials and construction activities in the field.

Key Responsibilities:

  • Develop and implement project-specific Quality Control (QC) plans and procedures.
  • Define and maintain quality standards and material specifications in line with project requirements.
  • Prepare inspection and testing schedules for ongoing and upcoming activities.
  • Conduct regular field inspections to verify compliance with technical drawings, specifications, and quality standards.
  • Monitoring of materials testing (e.g., concrete, steel) to confirm they meet required specifications.
  • Monitor and assess workmanship to ensure compliance with engineering and quality standards.
  • Analyze quality data and summarize key findings.
  • Conduct root cause analysis to identify and address recurring quality issues.
  • Provide technical training on QC practices and standards to relevant project staff.
  • Maintain accurate documentation of all QC-related activities, including inspection logs, test results, and corrective actions.
  • Evaluate and pre-qualify materials and suppliers by project requirements.
  • Support quality and safety-related project activities.
  • Prepare QC daily + weekly + monthly reports and quality performance summaries for management and stakeholders.
  • Review technicians’ records and ensure accurate and timely data entry.
  • Collaborate with engineering and operational teams to ensure alignment with QC standards and procedures.
  • Prepare related Invoices.
  • Regular check of RFIs.
  • Compile and submit periodic quality assurance reports to stakeholders, highlighting progress, concerns, and mitigation measures.
  • Participate in project audits to ensure compliance with regulatory and donor standards.
  • Assess the condition of existing infrastructure to define rehabilitation scopes accurately.
  • Monitor post-rehabilitation performance to ensure long-term effectiveness and sustainability of the work.

Job Requirements:

Required Qualifications and Skills:

Skills:

  • Sufficient knowledge of construction quality management, safety, construction codes and etc.
  • Proven experience as a Quality Control Engineer in construction projects.
  • Ability to work independently, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
  • In-depth knowledge of construction quality control processes, procedures, and standards.
  • Strong understanding of construction materials, methods, and techniques.
  • Experience in conducting inspections and tests to evaluate construction quality.
  • Proficiency in computer skills required, MS Office, along with publishing and presentation software, preferred.
  • Excellent skills in CAD and modeling software(s) (Auto CAD, Civil 3D, 3D Max & REVIT).
  • Excellent skills in structural design and interior design software (SAP, SAFE, ETABS, Staad Pro V8i, etc.).
  • Attention to detail and a high level of accuracy in documentation and reporting.
  • Strong communication and interpersonal skills to collaborate with diverse stakeholders.
  • Good command of national languages (Dari/Pashto). Have a good command of the English language, both written and spoken.
  • Excellent communication and reporting skills.
  • Highly self-motivated individual with a demonstrable ability to work under high pressure.
  • Must be flexible and willing to work for long hours to meet the deadline.
  • Reliable, honest, transparent; commitment to hard work and exceptional work ethic.

Qualifications:

  • B.Sc. degree in Civil Engineering with 5 years of relevant experience in Rehabilitation and Construction Projects.
  • Knowledge and ability to interpret engineering drawings and implement the site works.
  • Adequate knowledge of rules, regulations, and procedures is highly desired.
