Job overview:

The purpose of Compliance Assistant is to Serve Norwegian Refugee Council (NRC) Internal Risk and Compliance unit and works closely with Risk and Compliance Manager, and Investigations Coordinator, performs advanced level professional internal compliance/auditing and work as a key component of the compliance team.

Work involves supporting Compliance unit in managing a comprehensive compliance/audit programme and support including financial and compliance audit projects, providing consulting services NRC’s management and staff and providing advice to development of internal controls.

Job Descriptions:

Generic responsibilities:

  • Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements
  • Prepare and submit reports and analysis under Risk and Compliance Manager’s supervision
  • Implement NRC’s systems and procedures at area level
  • Ensure proper filing of documents
  • Ensure adherence to NRC policies and the national labor law in all processes and procedures
  • Ensure the compliance aspects of the donor contracts and NRC guidelines
  • Oversee NRC field offices’ operations and ensure compliance with Donors and NRC policies and procedures.
  • Promote and share ideas for improvement of the support function

 

Specific responsibilities:

  • Assist Risk and Compliance Manager in carrying out risk assessment exercises in area office and country office level.
  • Carry out ad-hoc system compliance of relevant NRC finance, Logistics, Admin and HR teams in all offices in support of Risk and Compliance Manager
  • Make sure that grant fund provided by the donors is used in accordance with the relevant financing agreements through program operations’ compliance checks.
  • Communicate the results of compliance checks via written reports and oral presentation to management Team.
  • Travel to NRC’s field offices on quarterly basis (and as required /requested) to monitor and evaluate the daily tasks of Program, finance, HR/administration, and Logistics ensuring compliance with NRC policies and procedures.  ToR (Terms of reference) to be prepared and shared with relevant managers before the visits.
  • Share field mission report and recommendations for improvements to relevant Head of Departments and Area Managers. Check logs procedures regularly and to implement spot check as well.
  • Assist Risk and Compliance Manager in providing anti-corruption, transparency and cost efficiency focus in all processes
  • Provide support to Anti-Corruption and Investigation team in conducting investigations whenever required.
  • Serve as appointed investigator in SEA cases (Sexual exploitation and Abuse).
  • Any other relevant departmental duties assigned by the line manager.

Job Requirements:

Generic Professional Competencies:

  • 1 to 2 years’ previous work experience with satisfactory performance in the same or similar functions areas preferably with humanitarian/recovery context or INGOs.
  • Bachelor’s in accounting and finance, Business Administration or relevant field (MBA or professional certification preferred)
  • Awareness of survivor-centered approaches to PSEA in Humanitarian organizations
  • Considerable knowledge of policies, procedures, regulations and laws.
  • Good knowledge in Microsoft Office especially in Excel
  • Should be good in English language and communicate in both local languages (Pashto and Dari)
  • Experience from working in a support function in a humanitarian/recovery context
  • Experience of working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good knowledge of English language
