Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.

In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.

INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.

While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.

The Livelihood Supervisor is responsible for the monitoring, supervision and implementation of livelihood interventions and cash assistance activities in her designated province. She is responsible for the daily supervision of livelihood and cash assistance activities and making sure that implementation is according to plan, while reporting any challenges and delays in accordance with INTERSOS policies, project objectives, and agreed Standard Operating Procedures (SOPs).

Duties and Responsibilities:

5. Day to day supervision and implementation of livelihood interventions which includes Economic Recovery and Market Systems (ERMS), food security and cash assistance activities.
5. Undertake field visits to monitor and assess livelihood activities implementation and make sure that activities are running smoothly.
5. Confirm beneficiary and trainer attendance in livelihood trainings.
5. Together with Livelihood Officer identify and select female livelihood/vocational trainers.
5. Conduct assessments to collect beneficiary data for livelihood eligibility and referral databases.
5. Collect relevant data for tracking activity implementation progress and required indicators.
5. Together with the Livelihood Officer generate reports on activity monitoring and supervision.
5. Together with Livelihood Officer plan and distribute livelihood start-up kits, transportation and refreshment costs, graduation certificates, training materials, etc.
5. Identification, selection and verification of female beneficiaries for cash assistance.
5. Together with Livelihood Officer plan and distribute cash assistance.
5. Any other tasks requested by his/her line manager.

5. BSc. Economics, Business Administration, Public Administration, Development or any other related fields.

Professional Experience:

5. Minimum 1-2 years related experience in Livelihood projects, Economic Recovery and Market System (ERMS), Cash and Voucher Assistance, or any other related fields.
5. Experience working with International and national NGOs (minimum 1-2 years)
5. Excellent time management skills and resourcefulness with attention to details.
5. Strong communication and reporting skills.
5. Computer literacy in (Word, Excel, PowerPoint, Internet, etc.)
5. Comply with all relevant INTERSOS policies and procedures.
5. Strong organizational and communication skills, with the ability to effectively present information in reports and respond to feedback.
5. Ability to work under pressure and with flexibility.
5. Ability and willingness to travel and stay overnight at service delivery point and in the field.

Languages Requirement:

5. English and local languages including Pashto and Dari are mandatory.
